The project is the provision within the PLIE of a path reference in charge of the implementation of an accompaniment enabling each person, as part of an individualised and reinforced journey, to have a personalised diagnosis, support in the development of the professional project, assistance in removing barriers to employment, and support aimed at returning to employment in a comprehensive approach in order to avoid disruptions. An individualised pathway of professional integration with support provided by a path reference, is offered to each participant. This pathway consists of several stages of mobilisation, individualised development of training, jobs (in assisted contracts, temporary assignments or CDDs) and primarily job-search activities. These steps are articulated between them. Measures of a “social” nature can be mobilised (support for mobility, consideration of health problems, housing, etc.). Each step has one or more specific objectives. The referent guarantees the consistency of the pathway in the light of the employment objective. This accompaniment is part of the duration and the overall consideration of the person. In order to promote and secure sustainable professional integration, PLIE support is maintained in employment, and in training, for the first 6 months following entry into employment and/or training. Thus, the PLIE has a fine knowledge of the accompanying persons and is able to better respond to the needs of candidates of companies. The PLIE contributes to the definition of a shared territorial intervention strategy, consistent with existing mechanisms and policies, as well as to the implementation of actions contributing to the professional integration of the public. The La Roche-sur-Yon Agglomération PLIE brings together all the institutional actors and the socio-economic partners involved at the level of its territory comprising 13 municipalities. Its action, in particular the facilitation of the local network of partners and the business relationship, integrates, for better coordination, the ITP. Target audiences must meet the following criteria: \- RESIDER in one of the municipalities of La Roche sur Yon Agglomeration \- AND be long term job seekers (DELD, more than 12 months in the last 18 months or in recurrent unemployment) \- OR benefit from social minimas (according to current integration policies) \- Or have less than 26 years of age not accompanied by the Local Mission \- OR live in one of the priority areas of the policy of the City of La Roche sur Yon \- OR be in precarious employment: people with specific social and/or occupational difficulties (e.g. single persons with children, persons in difficulty with the French language, persons in hand of justice, under international protection...). Le projet est la mise à disposition au sein du PLIE d'un référent de parcours en charge de la mise en oeuvre d'un accompagnement permettant à chaque personne, dans le cadre d'un parcours individualisé et renforcé, d'avoir un diagnostic personnalisé, un accompagnement à l'élaboration du projet professionnel, une aide pour lever les freins à l'emploi, un accompagnement visant le retour à l'emploi dans une approche globale afin d'éviter les ruptures. Un parcours individualisé d'insertion professionnelle avec un accompagnement assuré par un référent de parcours, est proposé à chaque participant. Ce parcours est composé de plusieurs étapes de mobilisation, de développement individualisé de formation, d'emplois (en contrats aidés, en mission d'intérim ou en CDD) et prioritairement d'actions de recherche d'emploi. Ces étapes sont articulées entre elles. Des mesures de nature "sociale" peuvent être mobilisées (aide à la mobilité, prise en compte de problème de santé, de logement...). Chaque étape à un ou plusieurs objectifs particuliers. Le référent est garant de la cohérence du parcours au vu de l'objectif emploi. Cet accompagnement s'inscrit dans la durée et dans la prise en compte globale de la personne. Pour favoriser et sécuriser l'insertion professionnelle durable, l'accompagnement PLIE est maintenu dans l'emploi, et en formation, durant les 6 premiers mois suivant l'entrée en emploi et/ou en formation. Ainsi le PLIE dispose d'une connaissance fine des personnes accompagnées et est à même de mieux répondre aux besoins de candidat des entreprises. Le PLIE contribue à la définition d'une stratégie d'intervention territoriale partagée, en cohérence avec les dispositifs et politiques existants, ainsi qu'à la mise en œuvre d'actions concourant à l'insertion professionnelle des publics. Le PLIE de La Roche-sur-Yon Agglomération associe, à l’échelle de son territoire regroupant 13 communes, l’ensemble des acteurs institutionnels et des partenaires socioéconomiques concernés. Son action, en particulier l’animation du réseau local des partenaires et la relation entreprise, intègre, pour une meilleure coordination, le PTI. Les publics orientés vers cette opération doivent répondre aux critères suivants : \- Resider dans une des communes de La Roche sur Yon Agglomération \- ET être Demandeurs d'Emploi de Longue Durée (DELD, plus de 12 mois dans les 18 derniers mois ou en chômage récurrent) \- OU bénéficier de minimas sociaux (selon les politiques d'insertion en cours) \- Ou avoir moins de 26 ans hors accompagnement par la Mission Locale \- OU habiter un des quartiers prioritaires de la politique de la Ville de La Roche sur Yon \- OU être en précarité d'emploi : personnes rencontrant des difficultés sociales et/ou professionnelles spécifiques (ex: personnes seules avec enfants, personnes en difficultés avec la langue française, personnes sous main de justice, sous protection internationale...).
