\- Accueillir et accompagner **** des personnes en grande difficulté d’insertion sociale et professionnelle ayant intégré le dispositif PLIE: demandeurs d'emploi de longue durée, travailleurs handicapés, allocataires des minima sociaux, publics peu ou pas qualifiés ou toutes personnes en situation de vulnérabilité sociale et/ou économique. **Moyens humains** : * Renouvellement d’un poste contractuel de Conseiller Insertion Professionnelle sur le grade d'assistant socio-éducatif à temps partiel à hauteur de 0.80 ETP du 1er janvier 2018 au 31 décembre 2018, dédié à 100 % sur l’accompagnement renforcé des participants du PLIE. (validation du conseil d'administration du 20 février 2018). **Mission du poste :** accueil physique et téléphonique du public PLIE, orientation, prise de rendez-vous, frappe des compte- rendus et de courriers, gestion du courrier du conseiller, mise en forme des CV, tenue d’un cahier de correspondance. Des participants PLIE sont « attribués - affectés » au Référent PLIE par l’Equipe d’Animation du PLIE à l’issue de chaque comité opérationnel. Afin de renforcer l’articulation ascendante entre l’accompagnement social des usagers et l’accompagnement PLIE, les prescriptions PLIE au bénéfice notamment des bénéficiaires du revenu de solidarité active, émanant des travailleurs sociaux du CCAS, pourraient être prises en compte par l’équipe d’animation du PLIE, et autant que faire se peut, ces participants être prioritairement affectés au référent PLIE du CCAS. Il n’appartient pas au référent PLIE de prescrire l’accompagnement PLIE mais aux travailleurs sociaux du CCAS. Le référent PLIE est pour ses collègues la « personne ressource » sur le dispositif PLIE et inversement les travailleurs sociaux les « personnes ressources » pour le référent PLIE sur tous les dispositifs sociaux, ce qui crée une véritable synergie et complémentarité au bénéfice des participants. **Accompagnement individualisé du public PLIE vers l’intégration dans l’emploi** • Diagnostic permanent du participant, de son projet (points forts/points à améliorer) et de l'environnement (opportunités/menaces). • Coordination et cohérence du parcours.. • Mobilisation des mesures - à commencer par les mesures de droit commun - répondant aux besoins du participant et susceptibles de concourir à la réussite du parcours jusqu’à la sortie positive du participant du PLIE. • Mobilisation des acteurs partenaires du PLIE au bénéfice des participants, • Mobilisation des opérations PLIE (Formations Individuelles - Places ACI - Remobilisation Relooking…), • Recherche des actions supports d'étapes du parcours du participant et positionnement de celui-ci sur ces actions. • Ecoute et suivi individualisé, avec conseils personnalisés. • Mise en relation avec les employeurs, activation des évaluations en milieu de travail. • Suivi dans l'emploi durant les 6 premiers mois du CDI ou du CDD d’au moins 6 mois et d’au moins un mi - temps, d’emploi intérimaire consécutif auprès du même employeur pendant au moins 6 mois, dans la formation qualifiante jusqu’à l’obtention du diplôme ou du titre professionnel. • Suivi du contrat d’engagement et dans le cadre du Revenu de Solidarité Active élaboration du Contrat d’Accompagnement Personnalisé à l’Emploi. • Prescription et suivi des demandes Aides Personnalisées de Retour à l’Emploi. • Lien opérationnel avec l’équipe d’animation du PLIE : participation aux réunions Référents PLIE et Chargés des Relations Entreprises - ponctuellement en tant qu’observateur aux Comités Opérationnels. * Organisation et co animation d'ateliers autour des techniques de recherche d'emploi. • Saisie des suivis sur le logiciel de parcours ABC VISION, • Contribuer à l’élaboration des bilans notamment qualitatif et quantitatif afférents à l’opération en lien avec le responsable. • Assister aux Visites Sur Places à l’initiative de l’Organisme Intermédiaire l’Association de Gestion Europe Inclusion AGEI49. * Le référent mettra tout en œuvre pour permettre au maximum de participants d’accéder à un emploi durable d’au moins un mi temps et/ou à la formation qualifiante et tendre vers 10 % de sorties positives. * Une secrétaire travaillant déjà dans le Service depuis plusieurs années est affectée pour partie à ce poste de Conseiller Insertion Professionnelle.
