The project is based on the mission of the socio-professional referent: the support and personalised follow-up of the beneficiaries of the RSA falling within the scope of the rights and duties and therefore subject to the obligation to accompany them, following their orientation. The beneficiary’s guidance is issued by UTAS for a maximum of 12 months. The referent is the coordinator of the integration pathway. The insertion pathway is the itinerary of the person consisting of steps to achieve the final objective. Its support is organised in 4 phases: \- Welcoming people and analysing their demand and/or need (establishing a relationship of trust, fine-tuning social and professional diagnosis, prioritising needs, drawing up the reciprocal engagement contract (CER)) \- Accompany people in their integration pathways (make the person active in his or her career, ensure the coherence of the course) \- Ensure a coordination of the pathways through coordination with actors in the socio-economic environment: institutional, operational and economic partners (build new answers, animate the relational dimension of the journey) — Administratively manage the pathways and report on its mission (recording of balance sheets and entries on software, ensuring the evaluation of the action) In addition, the socio-professional referent will put in place steps in order to overcome certain social barriers such as housing difficulties, the family and financial ones, since these barriers do not represent a sufficient obstacle to prevent occupational integration, but are important enough for the beneficiaries of the RSA to ensure that job integration is not a priority. In addition to highlighting the problems that may be a barrier to integration, the socio-professional referent will assess the person’s expectations and motivations, and the training needs in order to develop an effective and sustainable integration pathway. These steps will lead the beneficiaries to take ownership of their paths, validate their projects while benefiting from the support of the socio-professional referent. The steps will be formalised by a Reciprocal Engagement Contract To this end, social inclusion actors will be mobilised as soon as necessary by the socio-professional referent, while maintaining close contact with the partner structures in order to best adjust the paths. The results of each interview will be indicated on a follow-up sheet allowing the beneficiary to be involved in his/her career, but also to enable the socio-professional referee to ensure that the beneficiary has complied with its commitments in terms of the steps to be taken. The support provided under this scheme is based on the following principles: \- A time-limited accompaniment period: changes in the situation of the person may at any time be the subject of a reorientation or an end of support requested by the referent from the departments of the Department \- Contracted support (reciprocal engagement contract) \- Ethics of accompaniment: the person is at the centre of the process, the accompaniment is carried out in accordance with the right to privacy of individuals and medical and professional secrecy. \- Results objectives at the end of the operation (English)

    Le projet s'articule autour de la mission du référent socioprofessionnel : l'accompagnement et le suivi personnalisé des bénéficiaires du RSA relevant du périmètre des droits et devoirs et donc soumis à obligation d'accompagnement, suite à leur orientation. L'orientation du bénéficiaire est prononcée par l'UTAS pour une durée maximale de 12 mois. Le référent est le coordinateur du parcours d'insertion. Le parcours d'insertion est l'itinéraire de la personne constitué d'étapes pour atteindre l'objectif final. Son accompagnement s'organise en 4 phases: \- Accueillir les personnes et analyser leur demande et/ou leur besoin (instaurer une relation de confiance, affiner le diagnostic social et professionnel, hiérarchiser les besoins, élaborer le contrat d'engagement réciproque (CER)) \- Accompagner les personnes dans leur parcours d'insertion (rendre la personne actrice de son parcours, garantir la cohérence du parcours) \- Assurer une coordination des parcours par une coordination avec les acteurs de l'environnement socio-économique : partenaires institutionnels, opérationnels et économiques (construire de nouvelles réponses, animer la dimension relationnelle du parcours) -Gérer administrativement les parcours et rendre compte de sa mission (réalisation des bilans et des saisies sur logiciel, assurer l'évaluation de l'action) De plus, le référent socioprofessionnel mettra en place des étapes afin de pallier certains freins sociaux tels que les difficultés de logements, la famille, financières, dans la mesure où ces freins ne représentent pas un obstacle suffisamment fort pour empêcher l'insertion professionnelle, mais sont assez important aux yeux des bénéficiaires du RSA pour que l'insertion professionnelle ne soit pas la priorité. Outre la mise en évidence des problématiques pouvant représenter un frein à l'insertion, le référent socioprofessionnel évaluera les attentes et les motivations de la personne, les besoins de formation afin d'élaborer un parcours d'insertion efficace et durable. Ces étapes conduiront les bénéficiaires à s'approprier leur parcours, à valider leurs projets tout en bénéficiant de l'appui du référent socioprofessionnel. Les étapes seront formalisées par un Contrat d'Engagements Réciproques Dans cette optique, les acteurs de l'insertion sociale seront mobilisés dès que nécessaire par le référent socioprofessionnel, tout en maintenant un contact étroit avec les structures partenaires afin d'ajuster au mieux les parcours. Le bilan de chaque entretien sera indiqué sur une fiche de suivi permettant ainsi une implication du bénéficiaire dans son parcours mais également de permettre au référent socioprofessionnel de s'assurer que le bénéficiaire a bien respecté ses engagements en termes de démarches à réaliser. L'accompagnement réalisé dans le cadre de ce dispositif repose sur les principes suivants : \- Une durée d'accompagnement limité dans le temps : l'évolution de la situation de la personne peut à tout moment faire l'objet d'une réorientation ou d'une fin d'accompagnement sollicité par le référent auprès des services du Département \- Un accompagnement contractualisé (contrat d'engagement réciproque) \- Ethique de l'accompagnement : la personne est au centre de la démarche, l'accompagnement est réalisé dans le respect du droit à la vie privée des personnes et du secret médical et professionnel. \- Des objectifs de résultats au terme de l'opération (French)
