The aim of the Flanders-Lys PLIE is to promote the return to employment of people with difficulties in vocational integration. The target audience requires the establishment of enhanced support and the construction of an individual return to employment pathway. The PLIE is therefore called upon at the level of its territory to promote, as part of its actions, the coordination of the various actors involved in employment and the stages of the journey in order to achieve the objectives assigned to it in terms of access to employment for the most difficult public. The PLIE operational team is responsible for: \- steering the activity of the PLIE \- coordination, animation of the various decision-making and partnership bodies Description of the content and modalities: \- Enforce the procedures and legislation of the PLIE \- Conduct projects, manage a team and negotiate strategically \- Animation of action plans \- Engineering and development of the offer of integration in connection with the economic sectors \- Implementation and monitoring of the budget of the Flanders-Lys PLIE The coordination involves the mobilisation of all the partners in the territory (training, employment, integration, economic) and employers for a coherent and relevant construction with the various existing interventions in the territory. This requires an approach of animation, information for all stakeholders and ongoing coordination of the partners responsible for enhanced support. The coordination of the actors will therefore be a permanent link for the animation of the courses. The PLIE has quantitative and qualitative objectives specified and validated by its bodies. In order to achieve these objectives, the PLIE must be very active on the coordination of stakeholders and must develop territorial animation for quality paths that will promote access and/or return to employment. All measures, local arrangements, public and private actors in the territory will be mobilised for the benefit of the target audiences. Previous actions carried out and successful by the SESAME Employment scheme have demonstrated the effectiveness and need to bring together employment and training partners towards development objectives and even the creation of specific actions. The aim will be to strengthen this partnership through objective coordination. In order to organise and manage “integration pathways” ranging from a first reception to job placement, training and work experience with “social support”, PLIEs must coordinate the actions of the organisations and people who will intervene during the course of its participants: social focal points, integration structures, training organisations, etc. The PLIE must also strengthen its links with the Employment Departments, as part of a community-based approach, and develop its relations with the business world in order to facilitate the long-term integration of the public into the commercial sector. The close involvement of the main partners in the animation of the PLIE facilitates the exercise of this function. (English)

    Le PLIE Flandre-Lys a pour objectif de favoriser le retour à l'emploi des personnes en difficulté d'insertion professionnelle. Le public ciblé nécessite la mise en place d'un accompagnement renforcé et la construction d'un parcours individuel de retour à l'emploi. Le PLIE est donc amené au niveau de son territoire à favoriser dans le cadre de ses actions la coordination des différents acteurs de l'emploi et des étapes de parcours afin de réussir l'atteinte des objectifs qui lui sont assignés en terme d'accès à l'emploi des publics les plus en difficulté. L'équipe opérationnelle du PLIE assure ainsi : \- le pilotage de l'activité du PLIE \- la coordination, l'animation des différentes instances décisionnelles et partenariales Description du contenu et modalités : \- Faire respecter les procédures et la législation du PLIE \- Conduire des projets, manager une équipe et négocier stratégiquement \- Animation de plans d'actions \- Ingénierie et développement de l'offre d'insertion en lien avec les secteurs économiques \- Mise en oeuvre et suivi du budget du PLIE Flandre-Lys La coordination passe par la mobilisation de tous les partenaires du territoire (formation, emploi, insertion, économique) et des employeurs pour une construction cohérente et pertinente avec les différentes interventions existantes sur le territoire. Cela passe par une démarche d'animation, d'information pour l'ensemble des acteurs et une coordination permanente des partenaires chargés de l'accompagnement renforcé. La coordination des acteurs sera donc un lien permanent pour l'animation des parcours. Le PLIE a des objectifs quantitatifs et qualitatifs précisés et validés par ses instances. Pour atteindre ces objectifs le PLIE doit être très présent sur la coordination des acteurs et doit développer une animation territoriale pour des parcours de qualité qui favoriseront l'accès et/ou le retour à l'emploi. L'ensemble des mesures, des dispositifs locaux, les acteurs publics et privés du territoire seront mobilisés au profit des publics ciblés. Les actions menées et réussies antérieurement par le dispositif SESAME Emploi ont permis de démontrer l'efficacité et la nécessité de réunir les partenaires de l'emploi et de la formation vers des objectifs de développement voire de création d'actions spécifiques. Il s'agira de conforter ce partenariat dans le cadre d'une coordination objective. Pour organiser et gérer des "parcours d'insertion" allant d'un premier accueil jusqu'au placement à l'emploi en passant par des phases de formation et d'expériences de travail avec "accompagnement social", les PLIE doivent coordonner les actions des organismes et des personnes qui vont intervenir durant les parcours de ses participants : référents sociaux, structures d'insertion, organismes de formation, etc. Le PLIE doit également renforcer ses liens avec les services de Pôle Emploi, dans le cadre d'une approche de proximité, et développer ses relations avec le monde de l'entreprise afin de faciliter à terme l'insertion durable des publics dans le secteur marchand. Le fait d'associer étroitement les principaux partenaires à l'animation du PLIE facilite l'exercice de cette fonction. (French)
