Le CGET assure la maîtrise d'ouvrage stratégique du système d'information SYNERGIE (SYstème d'iNformation Etat Régions pour la Gestion Inter-fonds Européens) qui assure la gestion des fonds européens pour la programmation 2014-2020. La maîtrise d'ouvrage opérationnelle et la maîtrise d'oeuvre (développement et exécution) de ces systèmes ont été confiés depuis 2014 à l'Agence de Services et de Paiement (ASP). Le 29 octobre 2018, 2018 le COS a décidé la mise en oeuvre d'une nouvelle gouvernance du programme. Un nouveau modèle de gouvernance doit être opérationnel avant l'été 2019 en tenant compte du calendrier ministériel. En application de la décision du COS du 29 octobre 2018, le CGET exprime deux besoins : - La formalisation d'un nouveau modèle de gouvernance de Synergie. Cette gouvernance cible doit s'appuyer sur les travaux réalisés en interne et tenir compte des éléments de contraintes réglementaires, budgétaires, statutaires et de ressources humaines du CGET. Ce modèle doit être validé par le CGET début 2019 afin de lui permettre de débuter les travaux préparatoires au futur marché Synergie (AMO développement et exploitation) ; - L'élaboration de la feuille de route présentant les étapes clés de mise en oeuvre de la gouvernance engageant notamment un transfert d'activités de l'ASP au CGET (internalisation de la maîtrise d'ouvrage opérationnelle). The CGET is responsible for the strategic management of the information system SYNERGIE (State Regional Information System for European Inter-fund Management), which manages the European funds for the 2014-2020 programming. Since 2014, the operational and project management (development and execution) of these systems have been entrusted to the Agency for Services and Payment (ASP). On 29 October 2018, 2018 the COS decided to implement a new governance of the programme. A new governance model must be operational before summer 2019 taking into account the departmental timeline. In accordance with the COS decision of 29 October 2018, the CGET expresses two needs: — The formalisation of a new model of Synergie’s governance. This target governance must build on the work done internally and take into account the elements of regulatory, budgetary, statutory and human resources constraints of the CGET. This model must be validated by CGET in early 2019 in order to allow it to start the preparatory work for the future Synergie market (AMO development and exploitation); — The development of the roadmap outlining the key stages in the implementation of governance, including the transfer of activities from the ASP to the CGET (internalisation of operational project management).
