plusieurs actions : **\- Actions visant la mise en œuvre du pilotage, de la coordination, de l’animation et de l’évaluation du programme** La préparation, l’organisation, la gestion et le suivi des travaux des comités de suivi et de pilotage et de groupes de travail techniques ou transversaux nécessaires ; o La préparation et l’élaboration des différents rapports sur la mise en oeuvre du programme opérationnel ; o La conception, le développement et l’adaptation des systèmes d’information et de suivi, prenant en compte les obligations réglementaires d’enregistrement, de stockage et de transfert sous forme informatisée des données relatives à chaque opération. o Les domaines concernés sont le suivi, y compris, les micro-données relatives aux différents participants aux opérations; l’évaluation, la gestion financière, les contrôles et audits ; o L’appui méthodologique, les réalisations d’études, la mise en oeuvre du plan d’évaluation et la diffusion des résultats, les actions d’animation, de formation et de valorisation. \- **Actions visant à sécuriser la gestion** o L’appui à l’animation, au suivi, et la gestion du programme ; o L’appui à la gestion administrative et financière des dossiers ainsi qu’à la mise en oeuvre des contrôles (notamment, visites sur place, contrôles de service fait, contrôles qualité gestion, contrôles d’opération), l’appui pouvant être confié à des prestataires sélectionnés à cet effet à l’échelle d’un dispositif, d’un axe, voire du programme opérationnel ; o - L’appui méthodologique aux gestionnaires des crédits FSE: réalisation d’études et recherches documentaires notamment dans la perspective de la simplification des coûts, réalisation de traductions, outils de gestion, guides, outils pédagogiques, questions-réponses, service de support sous forme dématérialisée ou non, actions de formation en direction des gestionnaires dont notamment les gestionnaires des organismes intermédiaires ; o L’appui à la gestion des opérations cofinancées au profit des porteurs de projets : notamment l’appui au renseignement des demandes de financement FSE et des demandes de remboursement FSE, l’élaboration de guides à destination des porteurs de projets, la formation des financement FSE et des demandes de remboursement FSE, l’élaboration de guides à destination des porteurs de projets, la formation des porteurs de projets ; o - L’appui aux services gestionnaires pour la clôture des interventions 2007-2013 ; o - L’appui à la mise en oeuvre des différents types de contrôle (notamment, visites sur place, contrôles de service fait, contrôles qualité gestion, contrôles d’opération), capitalisation et diffusion des résultats des différents niveaux de contrôle dans une logique d’amélioration continue de la gestion du programme ; \- **Actions visant à mettre oeuvre l’obligation de communication** o La stratégie de communication, l’élaboration de plans de communication, de campagne de communication, conception, création, réalisation et diffusion de kits, outils et actions de communication de toute nature, publications … ; o L’animation, l’information et la sensibilisation : communication et sensibilisation sur les potentialités offertes par le Programme ; L’appui méthodologique, la réalisations d’études, d’actions d’animation, de formation, de transferts de savoir-faire notamment permettant de capitaliser et de valoriser les enseignements des projets et expérimentations conduits dans une perspective d’amélioration des politiques publiques, de promouvoir et diffuser la culture de l’approche par les résultats et de l’évaluation, de promotion de l’innovation sociale … (French)
