Monitoring the artificialisation of soils and the consumption of agricultural, natural and forestry areas is a growing concern. In early 2017, the Burgundy — Franche-Comté region launched a participatory approach with local stakeholders and citizens as part of the development of the Regional Plan for Planning, Sustainable Development and Equality of Territories (SRADDET). This reflection is coming to an end and aims to lay down the broad guidelines for space-efficient management. The National Institute of Geographical and Forestry Information (IGN), as part of its mission of general interest, is responsible for establishing a soil occupancy database of the Grand Écale repository (OCS GE). In the face of regulatory obligations, it is considered not as a business data but as a common source data, with which local productions can be aggregated. In accordance with the requirements of the European INSPIRE Directive, it is distributed under an open license (LO) Etalab, which may be used by all, including for commercial exploitation of data. Wishing to associate Burgundy — Franche-Comté with this national approach, with a view to producing simple digital services for use, capable of responding to the need to observe and evaluate changes in soil cover and their uses, the IGN approached the regional president for its financial support.     Le suivi de l'artificialisation des sols et de la consommation des espaces agricoles, naturels et forestiers est une préoccupation croissante. Début 2017, la région Bourgogne - Franche-Comté a lancé une démarche participative avec les acteurs du territoire et les citoyens dans le cadre de l'élaboration du Schéma Régional d'Aménagement, de Développement Durable et d'Égalité des Territoires (SRADDET). Cette réflexion arrive à son terme et vise à fixer les grandes orientations en matière de gestion économe des espaces. L'Institut national de l'information géographique et forestière (IGN), au titre de sa mission d'intérêt général, est chargé de constituer une base de données d'OCcupation du Sol du référentiel à Grand Échelle (OCS GE). Face aux obligations réglementaires, celle-ci est considérée non pas comme une donnée métier mais comme une donnée source commune, à laquelle peuvent s'agréger des productions locales. Conforme aux exigences de la directive Européenne INSPIRE, elle est diffusée sous licence ouverte (LO) Etalab, donc susceptible d'être utilisée par tous, y compris pour une exploitation commerciale des données. Souhaitant associer la Bourgogne - Franche-Comté à cette démarche nationale, dans l'optique de produire des services numériques simples d'utilisation, capable de répondre à la nécessité d'observer et d'évaluer les changements de couverture du sol et de leurs usages, l'IGN s'est adressé à la présidente de région pour obtenir son soutien financier.
