Le projet porte sur la qualification des demandeurs d'emploi dans le domaine Agriculture dans le département de la Haute-Saône. Ces formations s'inscrivent dans le cadre plus global du programme régional de formations de niveau V. La Région Bourgogne Franche-Comté, de par sa compétence dans le domaine de la formation professionnelle, met en œuvre un service public régional de la formation professionnelle (SPRF) qui offre aux demandeurs d'emploi la possibilité de suivre une formation permettant leur insertion dans le marché du travail.
