The Communauté d’Agglomération Hénin-Carvin created in 2009 a Concerted Development Zone on the 125 hectares of wasteland, carrying and managing works under direct management. The urban project of the Sainte Henriette site is structured into two distinct sectors: In the south, 45 hectares intended to receive a mixed programming (housing, tertiary, shops) — In the north, 80 ha allowing — in addition to the development of the two heaps — the establishment of transport infrastructure of regional scale (Réseau Express Grand Lille). The programme for the southern part foresees the construction of 140.000 m² of SHON, i.e.: 90 000 m² of housing (social housing; Secure accession; private rentals; Classical accession); 30 000 m² of offices; 20 000 m² of shops and service equipment; a school group of about fifteen classes. Public facilities, including leisure facilities, will complement this programme. 5 successive macro-lots will be arranged over a period of 20 years. The European funding covers the construction of the Schweitzer Boulevard, public secondary and tertiary roads, as well as the construction of a contemporary urban rider reminiscent of the mining past of the territory (roads and networks, as well as the development of green areas and urban furniture).     La Communauté d’Agglomération Hénin-Carvin a créé en 2009 une Zone d’Aménagement Concertée sur les 125 hectares de friches, dont elle assure le portage et le pilotage des travaux en régie directe. Le projet urbain du site Sainte Henriette se structure en deux secteurs distincts : -Au sud, 45 hectares destinés à recevoir une programmation mixte (logements, tertiaire, commerces) -Au nord, 80 ha permettant - outre la mise en valeur des deux terrils - l’implantation d’infrastructures de transports d’envergure régionale (Réseau Express Grand Lille). Le programme de la partie sud prévoit la construction de 140 000 m2 de SHON, soit : 90 000 m² de logements (locatifs sociaux ; Accession sécurisée ; locatifs privés ; Accession classique) ; 30 000 m² de bureaux ; 20 000 m² de commerces et d’équipements de services ; un groupe scolaire d’une quinzaine de classes. Des équipements publics, notamment de loisirs, viendront compléter ce programme. 5 macro-lots successifs seront aménagés sur une durée de 20 ans. Le financement européen porte sur les travaux d’aménagements du boulevard Schweitzer, des voies secondaires et tertiaires publiques, ainsi que sur la réalisation d’un cavalier urbain contemporain rappelant le passé minier du territoire (voiries et réseaux, ainsi qu'aménagement des espaces verts et mobilier urbain).
