The project involves the replacement of 165 solid fuel boilers for new solid fuel boilers. The new heat sources installed will have a minimum level of energy efficiency and pollutant emission standards in force since the end of 2020, as defined in the implementing measures of the 2009125EC Directive of 21.10.2009. In addition to the tasks connected with the replacement of heat sources, it is also planned to carry out tasks aimed at raising environmental awareness, in particular with regard to the saving of natural resources, the reduction of low emissions and the improvement of energy efficiency. Educational activities are designed to meet with the population, the green picnic and an ecological workshop for children.Implementation of the project will contribute to CO2 reductions of 30,15, PM10 by 95,83 and PM2,5 by 90,59.Prior to the project: CO2: 2392,301 tonnes of CO2 equivalent year; PM10: 8,741 Mgr year; PM2,5: 3,680 MgrokPo project: CO2: 1670,932 tonnes of CO2 equivalent year; PM10: 0,363 Mgr year; PM2,5: 0,345 MogrokProject will be implemented in the territory of the municipality in which remedial action is required to eliminate old low heating heating equipment in the applicable air protection programme for Małopolskie Province. The project was identified in the Low Carbon Economy Plan for the Municipality of Kęty, which was annexed to Resolution No XVII1372016 of the Municipal Council in Kęty of 29.01.2016, Annex No 2 to the PGN. The PGN pointed out that the PM10 and PM2,5 annual concentrations were exceeded in 2013 and that the main source of low emissions was local boiler houses, including in residential areas, most of which fired hard coal. The activities envisaged by the project to replace old solid fuel boilers into advanced solid fuel boilers are consistent with the corrective actions set out in the PGN point 9.4, KET07. Przedmiotem projektu jest wymiana 165 kotłów na paliwa stałe na nowe kotły na paliwa stałe. Zamontowane nowe źródła ciepła będą się charakteryzować obowiązującym od końca 2020r. minimalnym poziomem efektywności energetycznej i normami emisji zanieczyszczeń, które zostały określone w środkach wykonawczych do dyrektywy 2009125WE z dnia 21.10.2009r. Oprócz zadań związanych z wymianą źródeł ciepła zaplanowano również realizację zadań mających na celu podniesienie świadomości ekologicznej w szczególności w zakresie oszczędności zasobów naturalnych, obniżenia niskiej emisji oraz poprawy efektywności energetycznej. W ramach działań edukacyjnych zaplanowano spotkania z mieszkańcami, piknik ekologiczny oraz warsztaty ekologiczne dla dzieci.Realizacja projektu przyczyni się do redukcji CO2 o 30,15, PM10 o 95,83 oraz PM2,5 o 90,59.Przed realizacją projektu: CO2: 2392,301 ton równoważnika CO2 rok; PM10: 8,741 Mgrok; PM2,5: 3,680 MgrokPo realizacji projektu: CO2: 1670,932 ton równoważnika CO2 rok; PM10: 0,363 Mgrok; PM2,5: 0,345 MgrokProjekt będzie realizowany na terenie gminy zakwalifikowanej do obszarów, na których konieczne jest podjęcie działań naprawczych polegających na likwidacji starych niskosprawnych urządzeń grzewczych w obowiązującym Programie Ochrony Powietrza dla województwa małopolskiego. Przedmiotowy projekt został wskazany w Planie Gospodarki Niskoemisyjnej dla Gminy Kęty, który stanowi załącznik do Uchwały Nr XVII1372016 Rady Miejskiej w Kętach z dnia 29.01.2016r. załącznik nr 2 do PGN. W PGN wskazano, iż przekroczone zostały roczne stężenia PM10 i PM2,5 w 2013r., zaś głównym źródłem emisji niskiej są kotłownie lokalne m.in. na terenach mieszkaniowych, w większości opalane węglem kamiennym. Działania przewidziane w projekcie wymiana starych kotłów wykorzystujących paliwo stałe na nowoczesne kotły na paliwa stałe są spójne z działaniami naprawczymi określonymi w PGN punkt 9.4., KET07.
