The objective and main objective of the project is the elimination of the surface emissions (so-called ‘low emission’) from individual households of 501,05 tonnes CO2/rok equivalent and 5,14 tonnes PM10/rok, and an increase in the energy efficiency of the 2 utility buildings — the Primary School in Nowy Niemie for improving the environment in the municipality of Poshrywnica. The purpose of the project will be achieved through the exchange of 71 pies (out of 30 gas, 38 on the biomass of wood, 3 for the gasification of wood) and the thermo-modernisation of the buildings in question. The implementation of the investment is in line with the PGN for the Municipality of Poshrywnica, as it pursues its strategic objectives: “Reduction of low emissions in the municipality of Poshrzynica through the reduction of greenhouse gas emissions”, “Increase the share of renewable energy in the total energy balance of the municipality” and “Increase the energy efficiency of the plants from the municipality of Poshrywnica”. The investment will be carried out within the area defined in the air protection programme for the Mazowieckie area where the PM10 and PM2,5 limit values have been exceeded in an air- cause of exceedances: the impact of emissions related to the individual heating of buildings. The project takes into account renewable energy sources (biomass) for the production of thermal energy generation 41 appliances/boilers that will provide a heat generation capacity of 0.79 MW. The project shall be implemented in the area where the adopted and implemented support programme for the poorest people will be implemented, which will bear the increased heating costs of the premises associated with the permanent change of the heating system. The project will also cover the costs of the supervisory inspector and the promotion of the project (ineligible. The project will be implemented in the “design and demolition” formula. Cost-effectiveness: EUR 28,59/m². The applicant has functioning, certificates, energy audits and feasibility studies with financial analysis (ineligible.). (English) | |||

Założeniem i głównym celem projektu jest likwidacja emisji powierzchniowej (tzw. niskiej emisji), pochodzącej z indywidualnych palenisk domowych o 501,05 ton równoważnika CO2/rok i 5,14 ton PM10/rok oraz zwiększenie efektywności energetycznej 2 budynków użyteczności publicznej–Szkoły Podstawowej w Nowym Niestępowie dla poprawy stanu środowiska w Gminie Pokrzywnica. Cel projektu zostanie osiągnięty poprzez wymianę 71 piecy (na 30 gazowych, 38 na biomasę-pellet, 3 na zgazowanie drewna) i termomodernizację ww. budynków. Realizacja inwestycji jest zgodna z PGN dla Gminy Pokrzywnica, gdyż realizuje jego cele strategiczne: „Ograniczenie poziomu niskiej emisji w Gminie Pokrzywnica poprzez redukcję emisji gazów cieplarnianych”, „Zwiększenie udziału energii odnawialnej w całkowitym bilansie energetycznym Gminy” oraz „Zwiększenie efektywności energetycznej obiektów z terenu Gminy Pokrzywnica”. Inwestycja realizowana będzie na obszarze określonym w Programie Ochrony Powietrza dla strefy mazowieckiej, w której zostały przekroczone poziomy dopuszczalne pyłu zawieszonego PM10 i PM2,5 w powietrzu–przyczyna wystąpienia przekroczeń: oddziaływanie emisji związanych z indywidualnym ogrzewaniem budynków. Projekt uwzględnia odnawialne źródła energii (biomasa) dla produkcji energii cieplnej-41 urządzeń/kotłów, które zapewnią zdolność wytwarzania energii cieplnej w wysokości 0,79 MW. Projekt realizowany jest na obszarze, na którym realizowany jest uchwalony i wdrażany program wsparcia dla najuboższych osób, które w wyniku realizacji projektu będą ponosić zwiększone koszty grzewcze lokalu związane z trwałą zmianą sytemu ogrzewania. W ramach projektu ponoszone będą także koszty inspektora nadzoru oraz promocji projektu (k. niekwalifikowalne). Projekt realizowany będzie w formule "zaprojektuj i wybuduj". Efektywność kosztowa: 28,59 euro/m2. Wnioskodawca posiada Programy Funkcjonalno- Użytkowe, świadectwa, audyty energetyczne i studium wykonalności z analizą finansową (k. niekwalifikowalne). (Polish)
