By articulating their expertise and resources, basing their collaboration on a needs approach and not on a statutory logic, the Department and the Employment Department are developing a coordinated and simultaneous care of the audiences affected by exclusion. In order to provide personalised and tailored responses to the needs of jobseekers facing social and professional barriers, the new organisation of relations between the Doubs Department and the Employment Department is structured around three levels of response: * access to the social resources available in the territory through direct mobilisation by the employment centre adviser or through the departments of the Department; * the implementation of comprehensive support to enable social and professional needs to be met jointly by an Employment and Social Work Officer; * the priority orientation towards social support for jobseekers who need it. To do this, Pôleemploi appoints 12 reference advisers assigned to the agencies of the department to carry out the jobseeker’s sole task as part of the overall support. For its part, the Department makes available 5 corresponding insertions responsible for the interface between Employment and Social Services. They are present on the three integration clusters, under the responsibility of the head of the department.De qualification social worker, they provide a first social response and coordinate the shared diagnosis with a view to establishing the most appropriate support possible (global support — axis 2 or support all social — axis 3). They shall carry out the following tasks: \- Role of interface with Pôle emploi, the departmental social service, partners and jobseekers in the context of the overall support \- Legal and social watch (access to rights, devices, procedures...) and dissemination of information \- Mutualisation of tools and practices (update of the resource guide...) \- Organisation of the global monitoring body (ISAG): technical preparation, co-facilitation and follow-up of decisions \- Implementation of collective actions with user groups and/or professionals \- Contribution to the Territorial Pact for Insertion (TIP). En articulant leurs expertises et leurs moyens, en basant leur collaboration sur une approche des besoins et non sur une logique statutaire, le Département et Pôle emploi développent une prise en charge coordonnée et simultanée des publics touchés par l’exclusion. Afin d'apporter des réponses personnalisées et adaptées aux besoins des demandeurs d'emploi rencontrant des freins sociaux et professionnels, la nouvelle organisation des relations entre le Département du Doubs et Pôle emploi se structure autour de trois niveaux de réponses : * l’accès aux ressources sociales disponibles sur le territoire à travers une mobilisation directe par le conseiller Pôle emploi ou via les services du Département ; * la mise en œuvre d’un accompagnement global permettant la prise en charge conjointe des besoins sociaux et professionnels par un Conseiller Pôle emploi et un professionnel du travail social ; * l’orientation prioritaire vers un accompagnement social des demandeurs d’emploi le nécessitant Pour ce faire, Pôle emploi désigne 12 conseillers référents affectés dans les agences du département pour assurer la mission de référent unique du demandeur d'emploi dans le cadre de l'accompagnement global. De son côté, le Département met à disposition 5 correspondantes insertion chargées de l'interface entre Pôle emploi et les services sociaux. Elles sont présentes sur les 3 pôles insertion, sous la responsabilité du chef du service.De qualification travailleur social, elles apportent une première réponse sociale et coordonnent le diagnostic partagé en vue de la mise en place d'un accompagnement le plus adapté possible (accompagnement global - axe 2 ou accompagnement tout social - axe 3). Elles assurent les missions suivantes : \- Rôle d’interface avec Pôle emploi, le service social départemental, les partenaires et les demandeurs d’emploi dans le cadre de l’accompagnement global \- Veille juridique et sociale (accès aux droits, dispositifs, procédures…) et diffusion de l’information \- Mutualisation des outils et des pratiques (actualisation du guide ressources…) \- Organisation de l’instance de suivi d’accompagnement global (ISAG): préparation technique, co animation et suivi des décisions \- Mise en oeuvre d’actions collectives avec des groupes d’usagers et/ou des professionnels \- Contribution au Pacte Territorial pour l’Insertion (PTI). C’est le travail de ces correspondants insertion qui constitue l’objet de la demande de subvention FSE sollicités par le Département du Doubs. Il s'agit d’une opération d’aide aux structures.
