These actions are programmed several times a year. * In addition, a local integration support committee (CLAIN) brings together the main youth actors to study and propose solutions to young people identified as dropping out (young people who left school before the end of the school year). * In order to “prevent” early school leaving, work is under way with schools to meet young people in schools during the first signs of dropping out and thus identify as quickly as possible possible avenues of action. * Construction of actions in partnership with the CFAs to facilitate access to learning for young people who are dropping out or in reorientation: * Implementation of an action “Successful Learning Paths” * Collaboration with the CFA of Belfort Territory to follow up the alternance dropouts and thus quickly set up a support from the CEFI of the Local Mission. * Access to the CFA technical trays for young people accompanied in individual by the Local Mission as part of a discovery of the professions _Re-mediation of university drop-out_ * Every year, many holders of a professional or technological baccalaureate enrol to follow a university course in Belfort, in particular in the AES or law, following a choice by default (not accepted in a higher professional course of the BTS/DUT type, financial choice to have student status, etc.).     _**L'opération se décompose en 2 actions pilotées et animées par l'animateur territorial:**_ **L'action " conception et ingénierie"** dont la finalité est la mise en place de prestations adaptées aux jeunes les plus en difficulté sur la base d'un diagnostic local partagé avec les partenaires **L'action "animation d'actions ou de prestations territoriales"** qui sont autant de réponses ou de solutions répondant aux besoins du public ciblé mis en relief par le diagnostic local **_Les finalités de ces 2 actions sont de_** : \- réaliser un diagnostic personnalisé et partagé avec les partenaires locaux de l'éducation et de l'insertion socio-économique mettant en relief les problématiques spécifiques des jeunes les plus en difficulté (freins à l'insertion sociale et professionnelle). Ce diagnostic territorial est nécessaire pour apporter des solutions "ajustées" reposant sur la pluralité des compétences des professionnels et sur leurs connaissances des jeunes \- mettre en place et animer les sous- actions territoriales en associant les partenaires soit au niveau du pilotage (groupe projet) et/ou au niveau de l'animation \- articuler ces "modules " ou ces sous- actions avec d'autres mesures ou d'autres dispositifs (contrats aidés, formations, stages en entreprise de longue durée comme le SIFA...). Cette articulation vise le maintien et la continuité de la dynamique impulsée chez les jeunes pour qu'ils réalisent les étapes du parcours vers la formation et/ou l'emploi \- résoudre les problèmes freinant l'autonomie des jeunes (absence de projet professionnel, problématiques liées à la santé...) **_Les prestations ou sous actions mises en place pour répondre aux problématiques de ces jeunes sont les suivantes_** : _Repérage des jeunes en situation de décrochage scolaire_ * Co-animation de la plateforme de Suivi et d'Appui aux décrocheurs, en lien avec l'Education Nationale et le CIO afin de lutter contre le décrochage scolaire. Les jeunes qui ont décroché de leur formation sans avoir acquis un niveau de diplôme minimal sont identifiés et contactés. Un diagnostic individuel partagé est réalisé et il leur est proposé un accompagnement qui facilitera soit un retour en formation initiale, soit un accompagnement à l'insertion professionnelle avec la Mission Locale. Ces actions sont programmées plusieurs fois par an. * En complément, un comité local d'aide à l'insertion (CLAIN) réunit les principaux acteurs jeunesse pour étudier et proposer des solutions aux jeunes repérés en voie de décrochage (jeunes qui ont quittés l'établissement scolaire avant la fin de l'année scolaire). * Afin de « prévenir » le décrochage scolaire, un travail est en cours avec les établissements scolaires pour rencontrer les jeunes au sein des établissements lors des premiers signes de décrochage et ainsi identifier au plus vite les pistes d’actions possibles. * Construction d'actions en partenariat avec les CFA afin de faciliter l'accès à l'apprentissage des jeunes en décrochage ou en réorientation : * Mise en place d’une action « Parcours Réussite Apprentissage » * Collaboration avec le CFA du Territoire de Belfort pour le suivi des décrocheurs de l’alternance et ainsi mettre en place rapidement un accompagnement de la part des CEFI de la Mission Locale. * Accès aux plateaux techniques du CFA pour jeunes accompagnés en individuel par la Mission Locale et ce dans le cadre d’une découverte des métiers _Re-médiation au décrochage universitaire_ * Chaque année, de très nombreux titulaires d’un Bac professionnel ou technologique s’inscrivent pour suivre un cursus universitaire à Belfort, notamment en filière AES ou droit, suite à un choix par défaut (non acceptation dans une filière supérieure professionnalisante de type BTS/DUT, choix d'ordre financier pour avoir le statut d'étudiant, etc.). Aussi, 2 actions sont menées avec l’université en direction de ces publics : * Conduite d’entretiens en binôme avec le CIO lors de l’inscription des jeunes titulaires d’un bac Professionnel ou technologique en filière AES et Droit pour vérifier l’opportunité de leur orientation. * Lorsque ces jeunes intègrent quand même lesdits cursus universitaires, il est constaté un taux d'échec supérieur à 80% en fin de première année et nombreux sont ceux qui décrochent en cours d'année. Un partenariat avec les enseignants de 1ère année permet de repérer les jeunes concernés et de leur proposer un atelier de construction de projet professionnel dédié ainsi que des immersions en entreprises pour lever les freins qui auraient pu être identifiés lors de l’atelier. Le salarié en charge du projet assure la conception et le pilotage de cette sous action. Il participe également à l'animation de l'action et au suivi individuel des jeunes.
