The PLIE animation team performs the following tasks: —the articulation between the PLIE Steering Committee, the Support Mission and the various bodies of collaboration, Through its facilitator the PLIE is represented in the various bodies working for the integration of audiences in major integration difficulties — the overall animation of the scheme, — the animation of the network of “coordinators — accompanying and responsible for the tasks undertaken” PLIE, — the animation of the network of partners of the PLIE, prescribers, Structures of Integration through Economic Activity; training bodies... -the link with all the local actors involved in the implementation of the PLIE and, in particular, the participants in the ITP bodies -the development of procedures for monitoring the achievement of the objectives of the PLIE; —In conjunction with the Departmental Council, the formalisation of the specifications for calls for projects of the ESF intermediary body on the PLIE scheme so that they can perfectly meet the needs identified by the PLIE actors — the development of actions to meet the needs of the public;For this it is proposed to rely on external expertise which will enable the effectiveness of the actions supported by the PLIE to be measured — assistance to project promoters in order to finalise the description and budget of their actions -participation in the appraisal phase of ESF applications alongside the Departmental Council, in particular on the qualitative and quantitative elements of the operations proposed to support the PLIE’s co-financing mechanism. L’Equipe d’animation du PLIE assure les missions suivantes : -l’articulation entre le Comité de pilotage du PLIE, la Mission d’appui et les différentes instances de collaboration, Par l'intermédiaire de son animateur le PLIE est représenté dans les différentes instances qui oeuvrent pour l'insertion des publics en grandes difficultés d'insertion -l’animation globale du dispositif, -l’animation du réseau des « coordinateurs - accompagnants et chargés de missions entreprises» PLIE, -l’animation du réseau des partenaires du PLIE, prescripteurs, Structures d’Insertion par l’Activité Economique; organismes de formation… -le lien avec l’ensemble des acteurs locaux concernés par la mise en oeuvre du PLIE et, notamment, les participants aux instances du PTI -l’élaboration des procédures de suivi de la réalisation des objectifs du PLIE ; -En lien avec le Conseil Départemental, la formalisation des cahiers des charges des appels à projets de l’organisme intermédiaire FSE sur le dispositif PLIE afin que ces derniers puissent parfaitement répondre aux besoins identifiés par les acteurs du PLIE -le développement d’actions permettant de répondre aux besoins des publics ;Pour cela il est proposé de s'appuyer sur une expertise externe qui devra permettre de mesurer l'efficience des actions soutenues par le PLIE -l’assistance aux porteurs de projets notamment pour finaliser le descriptif et le budget de leurs actions -la participation à la phase d’instruction des demandes de concours FSE au côté du Conseil Départemental notamment sur les éléments qualitatifs et quantitatifs des opérations proposées afin d’appuyer l’organisme intermédiaire sur la pertinence pour le dispositif PLIE des opérations cofinancées -La coordination entre les différents financeurs des actions du PLIE (French)
