Le Conseil départemental est une collectivité incontestablement enraciné au sein de la population guadeloupéenne, de par ses missions dévolues à l'action sociale, à la jeunesse, à l'éducation ou encore à l'aménagement du territoire. Profondément convaincu que le savoir n'a pas de prix, le Conseil départemental construit, entretient et équipe les collèges de l'ensemble du territoire, afin de favoriser la réussite des jeunes guadeloupéens. Outre l'enrichissement du parc des collèges, le Conseil départemental s'est aussi engagé à réaliser les grosses réparations et le confortement parasismique des bâtiments scolaires dont il est propriétaire. Dans le cadre du Plan Séisme Antilles (PSA), le Conseil départemental a signé avec l'Etat un contrat pluriannuel mettant en place un programme d'actions ayant pour objectif principal le renforcement parasismique des collèges et des bâtiments départementaux. Le projet consiste en la réhabilitation et la mise aux normes parasismiques du collège Charles de Gaulle à Morne à l’eau. (French)
