Overall support is based on the principle of a structured relationship between the department and the employment cluster based on their respective offers of services and skills, ensuring coordinated follow-up by two professionals, one from the social and the other of employment. This comprehensive support scheme covers jobseekers, beneficiaries of the RSA or not, who encounter social barriers to employment requiring care articulated by two professionals, one from the social and the other from the professional. The shared diagnosis is carried out in a harmonisation committee on the basis of jobseekers proposed by the employment cluster advisers or social workers in the department. This committee is co-chaired on each of the territorial integration clusters by a departmental correspondent and a representative of the employment cluster. The overall support of the persons positioned is carried out in a coordinated manner between the professional identified by the department and the dedicated employment adviser. Intermediate meeting points are determined according to the needs and actions proposed, the duration of the support is set at six months renewable. As part of the follow-up, the dedicated employment adviser as a focal point ensures, in conjunction with the social work professional, that the actions are actually carried out and their impact in accordance with the recommendations of the contract of employment signed at the first interview by the three parties. Le département et pôle emploi font évoluer leurs offres de services et organisations. Pôle Emploi crée une quatrième modalité d’accompagnement global prévoyant un suivi coordonné entre un professionnel de l’emploi d’une part et un professionnel du social d’autre part. Cette modalité s’appuie sur des conseillers Pôle emploi dédiés. Le département désigne des correspondants insertion pour faire le lien emploi/ social. L’accompagnement global repose sur le principe d’une relation structurée entre le département et pôle emploi à partir de leurs offres de services et compétences respectives, garantissant un suivi coordonné par deux professionnels, l’un du social et l’autre de l’emploi. Sont concernés par ce dispositif d’accompagnement global les demandeurs d’emploi, allocataires du RSA ou non, rencontrant des freins sociaux à l’emploi nécessitant une prise en charge articulée par deux professionnels, l’un du social, l’autre du professionnel. Le diagnostic partagé s’effectue au sein d’une commission d’harmonisation sur la base des demandeurs d’emploi proposés par les conseillers de pôle emploi ou des travailleurs sociaux du département. Cette commission est co-animée, sur chacun des pôles territoriaux d’insertion par un correspondant insertion du département et un représentant de pôle emploi. L’accompagnement global des personnes positionnées s’effectue de manière coordonnée entre le professionnel identifié par le département et le conseiller dédié pôle emploi. Des points de rencontres intermédiaires sont déterminés en fonction des besoins et des actions proposées, la durée de l’accompagnement est fixée à six mois renouvelables. Dans le cadre du suivi, le conseiller dédié pôle emploi en qualité de référent s’assure, en lien avec le professionnel du travail social, de la réalisation effective des actions et de leurs impacts conformément aux préconisations du contrat d’engagement signé lors du premier entretien par les trois parties.
