Land diagnostics made through the intercommunal PLH, the Saint-Dizier PLU and the inventory of urban wastelands in the territory have highlighted the need to treat the abandoned areas of the territory. These brownfields can become land resources available for the territory of Saint-Dizier, in particular by offering an opportunity to recompose the urban fabric. At the same time, Saint-Dizier and in particular its city centre, encounters difficulties at the commercial level. This is partly caused by unsuitable commercial premises, in particular because of the small size of the available areas. To address this problem, the city has chosen to transform part of the downtown space by demolishing a set of unoccupied buildings constituting a wasteland. The land thus freed will allow the establishment of a global operation over the entire land tenure, combining commercial development, the creation of housing but also the development of public spaces. This operation is therefore perfectly in line with the objective of enhancing the attractiveness of Saint-Dizier, in particular by diversifying and densifying the commercial offer, reconnecting the various existing and newly formed spaces and creating qualitative and functional public and leisure spaces.     Les diagnostics fonciers réalisés au travers du PLH intercommunal, du PLU de Saint-Dizier et de l'inventaire des friches urbaines du territoire ont mis en avant la nécessité de traiter les espaces délaissés du territoire. Ces friches peuvent devenir des ressources foncières disponibles pour le territoire de Saint-Dizier, en offrant notamment une opportunité de recomposition du tissu urbain. En parallèle, Saint-Dizier et en particulier son centre-ville, rencontre des difficultés au niveau commercial. Cette situation est causée en partie par des locaux commerciaux inadaptés à la demande, notamment à cause de la taille restreinte des surfaces disponibles. Pour répondre à ce problème, la ville a fait le choix de transformer une partie de l'espace du centre-ville, en démolissant un ensemble de bâtiments inoccupés constituant une friche. Les terrains ainsi libérés permettront la mise en place d'une opération globale sur l'ensemble de l'emprise foncière, mêlant du développement commercial, de la création de logements mais également l'aménagement d'espaces publics. La présente opération s'inscrit donc parfaitement dans l'objectif de renforcer l'attractivité au cœur de Saint-Dizier, notamment en diversifiant et densifiant l'offre commerciale, en reconnectant les différents espaces existants et nouvellement constitués et en créant des espaces publics et de loisir qualitatifs et fonctionnels.
