Conformément à l’instruction 2009-22 de la DGEFP sur le PLIE du 8 juin 2009, le Plan local pour l'insertion et l'emploi (PLIE) mobilise un ensemble de dispositifs en faveur de l'inclusion afin d'organiser des parcours individualisés vers l'emploi. Ces parcours s’adressent aux bénéficiaires définis dans le présent protocole et ils ont pour objet de renforcer leurs opportunités d’accès à l’emploi, en réponse aux opportunités d'un territoire. Tout PLIE est ainsi fondé sur un diagnostic et un projet partagés localement par l'ensemble des responsables politiques, institutionnels, sociaux et économiques en charge des politiques de l'emploi et de l'inclusion. Sa fonction est d’animer les politiques d’inclusion, de construire des solutions de proximité, de coordonner l’intervention de l’ensemble des acteurs contribuant à la réduction des ressources humaines inemployées, sur un territoire déterminé. Les actions proposées prennent la forme d’un accompagnement renforcé de chaque participant, construit autour d’un projet professionnel répondant à ses capacités et attentes, tout en demeurant cohérent avec les besoins économiques du territoire et les demandes des employeurs. Un parcours consiste en un accompagnement renforcé qui comporte une ou plusieurs étapes. Le PLIE mobilise et assemble les dispositifs et moyens existants, afin de rechercher et valoriser leur complémentarité. Ce travail permet de constituer et mener à bien des projets individuels offrant les meilleures garanties de succès. Ainsi, le PLIE participe au développement du partenariat, à la professionnalisation des acteurs et à la gouvernance territoriale. Il participe à la mise en ½uvre du Revenu de Solidarité Active (RSA) dans le cadre de la convention d’orientation et d’accompagnement initié par le Conseil Général. (French)

These pathways are aimed at the beneficiaries defined in this Protocol and are intended to strengthen their opportunities for access to employment, in response to the opportunities of a territory. Every PLIE is thus based on a diagnosis and project shared locally by all political, institutional, social and economic leaders in charge of employment and inclusion policies. Its function is to animate inclusion policies, to build community-based solutions, to coordinate the intervention of all actors contributing to the reduction of unused human resources, in a given territory. The proposed actions take the form of enhanced support for each participant, built around a professional project that meets his/her abilities and expectations, while remaining consistent with the economic needs of the territory and the demands of employers. A course consists of a reinforced accompaniment that includes one or more stages. The PLIE mobilises and assembles existing devices and resources in order to seek and enhance their complementarity. This work makes it possible to build and carry out individual projects offering the best guarantees of success. Thus, PLIE participates in the development of partnership, the professionalisation of actors and territorial governance.
