The signatories to the Protocol **of the P.L.I.E. of the Clermontoise Agglomeration** wish through the 3 rd PLIE of the Clermontoise agglomeration: * enable the integration and support of **2,200 new people for a final target of at least **50 % positive exits** (CDI and CDD over 6 months, entry into vocational training and job creation) with priority given to exits into employment. * promote better follow-up and smoother career pathways through a shared reflection on the content and modalities of implementation of the various reception, support and qualification offers; * contribute to the decomposition of public policies on social action, employment, training and economic development; * more broadly, better integrate their actions in response to the socio-economic realities of the territory and the needs of the public and employers. In keeping with what all regulatory texts provide for the PLIEs in general, the signatories of the Protocol confer on the Clermontese agglomeration PLIE a wide-ranging task of engineering and implementing integration pathways to employment. Operators who have signed a convention with ‘Clermont Community’ to accompany the public in difficulty are fully in line with the objectives set out by the partners signing the Memorandum of Understanding of the Clermontese agglomeration. **Le Plan Local pour l'Insertion et l'Emploi de l’Agglomération Clermontoise** **(P.L.I.E.)** constitue un dispositif de mise en cohérence des interventions publiques au plan local qui vise à favoriser l’insertion professionnelle de personnes sans emploi rencontrant des difficultés particulières d'insertion. Les signataires du protocole **du P.L.I.E. de l’Agglomération Clermontoise** souhaitent au travers du 3ème PLIE de l’agglomération Clermontoise : * permettre l'intégration et l'accompagnement de **2.200 personnes** nouvelles pour un objectif final d’au moins **50 % de sorties positives** (CDI et CDD de plus de 6 mois, entrée en formation professionnelle qualifiante et création d’activité) avec une priorité donnée aux sorties en emploi. * favoriser un meilleur suivi et une meilleure fluidité des parcours d’insertion à finalité professionnelle à travers une réflexion partagée sur les contenus et les modalités de mise en ½uvre des différentes offres d’accueil, d'accompagnement et de qualification ; * contribuer au décloisonnement des politiques publiques en matière d’action sociale, d’emploi, de formation et de développement économique ; * plus largement, mieux inscrire leur action en réponse aux réalités socio-économique du territoire et aux besoins des publics et des employeurs. Dans le respect de ce que l’ensemble des textes réglementaires prévoient pour les PLIE de manière générale, les signataires du protocole confèrent au PLIE de l’agglomération Clermontoise une large mission d’ingénierie et de mise en ½uvre de parcours d’insertion vers l’emploi. Les opérateurs signataires avec « Clermont Communauté » d'une convention relative à l'accompagnement des publics en difficultés, s'inscrivent pleinement dans les objectifs définis par les partenaires signataires du protocole d'accord du P.L.I.E. de l'agglomération clermontoise.
