In addition, the Saint-Jean neighbourhood of the city was selected last December as a district of national interest and could thus be included in a NPNRU by 2016. Finally, at local level, this project to develop social clauses in public procurement is consistent with the overall Agenda 21 project. This lever for direct action in favour of employment is therefore called upon to develop and diversify; since the rise of the social clause had to be accompanied, the implementation of a partnership approach was based on the creation of a post of staff member. The agglomeration of Châteauroux has appointed, from January 2015, a reference whose mission is to develop social clauses in public contracts, to accompany contractors and businesses and, as far as necessary, to support participants from taking up posts until they are permanently integrated into a territory previously not covered by this function.     **Relancer les clauses sociales : insertion et égalité professionnelle.** En 2004, l'Agglomération de Châteauroux, précurseur dans la signature et la mise en oeuvre de son PRU avait largement atteint les objectifs de l'ANRU en terme d'insertion des publics en difficulté. A son issue, l'insertion de la clause dans les Marchés Publics avait cependant été peu utilisée. Dans une conjoncture actuelle difficile, la commande publique peut contribuer à faciliter l'insertion professionnelle par la mise en oeuvre de clauses sociales. Le Contrat de Ville 2015-2020 (inscrit dans la compétence obligatoire " Politique de la ville" de l'agglomération), dans une de ses orientations, s'attache à s'engager en faveur du développement économique et de l'emploi des publics les plus fragiles en relancant les clauses sociales et l'égalité professionnelle. De plus, le quartier Saint-Jean de la ville a été retenu en décembre dernier comme quartier d'intérêt national et pourrait ainsi être englobé dans un NPNRU à l'horizon 2016. Enfin, au plan local, ce projet de développer les clauses sociales dans les marchés publics entre en cohérence avec le projet global Agenda 21. Ce levier d'action directe en faveur de l'emploi est donc amené à se développer et à se diversifier; cette montée en puissance de la clause sociale ayant nécessité à être accompagnée, la mise en oeuvre d'une démarche partenariale repose sur la création d'un poste de chargé de mission. L'agglomération de Châteauroux a nommé, à partir de janvier 2015, une référente dont la mission consiste à développer les clauses sociales dans les marchés publics, à accompagner les donneurs d’ordres et les entreprises et, autant que de besoin, soutenir les participants de la prise de poste jusqu’à leur insertion durable sur un territoire jusque là non couvert par cette fonction.
