The project is part of a road network for the bicycles of the urban district of Toruń with coherence (linking the existing and planned sections for bicycles on the territory of the district of Toruń, the city of Toruń and the neighbouring municipalities), which is direct (enabling to reach the targets of offices, schools, churches, shops, cities, or the most direct route, without detours, including the link to public transport of public transport), comfort (avoiding points where cyclists have to stop unnecessarily, overcome significant differences on the ground), safety (minimising collisions with other road users, inter alia through separation of traffic and considered labelling) and attractiveness (easily accessible for travel purposes, are on the basis of attractive and clinically visible areas). At this point in time, motorised private cars, as well as organised transport (bus connections), are currently prevailing. The construction of the road in question will make it possible to achieve a comfortable, safe, free, free, efficient, healthy lifestyle and an environmentally friendly journey of the cycle, resulting in a reduction in the use of motor vehicles and thus of exhaust emissions. The bicycle traffic on this section will be based both on local residents travelling between Osiek on the Vistula, Neighbourhood, Zimna Zdrój, Czernowo, Bernasdovo, Mazowsze Parcel, Mazowsze, Obrowo, Obrowo, and as well as more than a local area: direct connection to the existing cycle route of Toru-Zło-Złowi-Gcruc-Sino-Sino-Działek above Vistula (RPKP.01.01.00-04-098/10, WROP PP 2007-2013, 12.63 km). Projekt zakłada wybudowanie 24,3 km drogi dla rowerów relacji Osiek nad Wisłą-Obrowo, Sąsieczno-Zimny Zdrój-Czernikowo-Mazowsze, od jeziora w Osieku nad Wisłą, w pasach drogowych dróg gminnych, powiatowych nr 2044C i nr 2132C, drogi wojewódzkiej nr 258 oraz po działkach leśnych. Projekt stanowi element sieci dróg dla rowerów powiatu toruńskiego charakteryzującej się spójnością (powiązanie istniejących i przewidzianych do realizacji odcinków dla rowerów na terenie powiatu toruńskiego, miasta Torunia oraz gmin ościennych), bezpośredniością (umożliwienie dotarcia do celu-urzędów, szkół, kościołów, sklepów, miasta względnie najkrótszą trasą, bez objazdów, w tym powiązanie z publicznym transportem zbiorowym-przystankami), wygodą (unikanie punktów, w których rowerzyści musieliby się niepotrzebnie zatrzymywać, pokonywać znaczne różnice w terenie), bezpieczeństwem (minimalizacja punktów kolizji z innymi użytkownikami dróg, m. in. dzięki separacji ruchu oraz przemyślanemu oznakowaniu) oraz atrakcyjnością (umożliwiają łatwy dostęp do celów podróży, przebiegają przez tereny atrakcyjne widokowo, architektonicznie). Na wskazanym odcinku przeważa obecnie ruch zmotoryzowany-prywatnymi samochodami, bądź też komunikacją zorganizowaną (połączenia autobusowe). Wybudowanie przedmiotowej drogi dla rowerów umożliwi wygodne, bezpieczne, darmowe, sprawne, korzystne z punktu widzenia zdrowego trybu życia oraz przyjazne środowisku pokonanie wskazanego odcinka rowerem, co przełoży się na ograniczanie ruchu pojazdów mechanicznych, a tym samym emisji spalin. Ruch rowerowy na wskazanym odcinku będzie miał zarówno charakter lokalny-dotyczyć będzie mieszkańców poruszających się między miejscowościami Osiek nad Wisła, Sąsieczno, Zimny Zdrój, Czernikowo, Bernardowo, Mazowsze Parcele, Mazowsze, Obrowo, jak również ponadlokalny: bezpośrednie połączenie z istniejącą drogą rowerową Toruń-Złotoria-Grabowiec-Silno-Dzikowo-Osiek nad Wisłą (RPKP.01.01.00-04-098/10, RPO WK-P 2007-2013, 12,63 km).
