The project’s aims are to: 1) Building a MOS partnership: The Bonds Manager (ZO), the service provider (s) of the investor (s) (s) and the agreement with stakeholders: public employment services (PSZ), non-publ in labour market (IRP) JST (districts, municipalities), social assistance (IPS) by: (a) provide knowledge on social bonds, their potential role and model assumptions to the partners, b) outreach events with stakeholders and stakeholders to present and discuss project assumptions, expectations from partners (both public and non-public) and ones; in view of the above, a number of dedicated meetings are planned for potential partners of a specific type, such as a meeting with JST, potential investors, of the PUP and IPS, with NGOs, etc., (c) meetings of experts who will draw up the legal, organisational and economic principles of the MOS, including the concepts of: success, bonus for success, (d) meetings of experts to assess the proposals of the SMSG and select location for MOS testing, (e) expert meetings to develop agreements between GA, partners and stakeholders 2) clarification of the MOS project targeted at the indicated ODB project in terms of: (a) how to reach ODB, identify their needs, (b) ways to break down barriers with ODB and barriers to ODBs, (c) working methods with ODB to maintain them in the project, (d) estimating the level of expected success indicators based on past experience, as a contribution to MOS in the section on the valuation of benefits and on the definition of success as basis for a bonus for DU and/or IP, (e) the sources of funding for actions taking into account the contribution of the ESF, (f) building a detailed timetable for the implementation of the MOS testing project, including the financial schedules, in particular for payments, (g) to determine the size of the ODEs group to be tested. Projekt ma na celu: 1) zbudowanie partnerstwa MOS: Zarządcy Obligacji (ZO), dostawcy(-ów) usług (DU) inwestora(-ów) (IP) oraz porozumienia z Interesariuszami: publ. służbami zatrudnienia (PSZ), niepubl. instyt. rynku pracy (IRP) JST (powiaty, gminy), inst. pomocy społecznej (IPS) poprzez: a) przekazanie w/w partnerom wiedzy nt. obligacji społecznych, ich potencjalnej roli i założeń modelu, b) spotkania informacyjne z zainteresowanymi partnerami i Interesariuszami, podczas których będą prezentowane i dyskutowane założenia projektu, oczekiwania od partnerów (zarówno publicznych jak i niepublicznych) i Interesariuszy; z uwagi na powyższe planuje się szereg spotkań dedykowanych do potencjalnych partnerów określonego typu, np. spotkanie z JST, z potencjalnymi inwestorami, z PUP i IPS, z NGO, itp., c) spotkania ekspertów, którzy opracują prawne, organizacyjne i ekonomiczne zasady MOS, w tym pojęcia: sukces, premia za sukces, d) spotkania ekspertów, którzy ocenią propozycje Interesariuszy i wybiorą lokalizację do testowania MOS, e) spotkania ekspertów, którzy opracują porozumienia między ZO, partnerami i Interesariuszami 2) doprecyzowanie projektu MOS ukierunkowanego na wskazaną grupę ODB w zakresie: a) metod docierania do ODB, identyfikacji ich potrzeb, b) metod przełamywania barier w kontaktach z ODB i barier dotykających ODB, c) metod pracy z ODB w celu ich utrzymania w projekcie, d) oszacowania poziomu oczekiwanych wskaźników sukcesu na bazie dotychczasowych doświadczeń, jako wkład do MOS w części dotyczącej wyceny świadczeń oraz ustalenia definicji sukcesu jako podstawy do premii dla DU i/lub IP, e) źródeł finansowania działań z uwzględnieniem wkładu EFS, f) zbudowania szczegółowego harmonogramu realizacji projektu testującego MOS, w tym harmonogramów finansowych, szczególnie w zakresie płatności, g) określenia wielkości grupy ODB, która będzie objęta testowaniem MO (Polish)
