The overall objective of the project is to improve air quality by reducing emissions of pollutants that are particularly harmful to people’s quality of life.The project will:Reduction of primary energy consumption, — reduction of CO2 emissions and — reduction of dust emissions.The objectives set out above are also the region’s strategic objectives for reducing pollutant emissions.The implementation of the project, mainly consisting of the redevelopment of district heating networks and the closure of a block node, in order to contribute to the overriding and strategic objectives, must be to pursue the specific objectives directly linked to the project.The direct objectives of the project are to:(a) increase the energy efficiency of the district heating system of the district heating system by:— reducing heat transfer losses by using pre-insulated pipelines in place of traditional, insulated plates of mineral wool, improving the technical condition of existing networks and developing individual thermal hubs in the block interchange location, reducing heat loss associated with the transmission of a low parameter network, — reducing the amount of water used to supplement the loss of web water, (b) improving the security of the heat supply through the exchange of old pipelines on sections where there is a significant accident risk, increased reliability and continuity of heat supply, and construction of modern individual nodes. Nadrzędnym celem projektu jest poprawa jakości powietrza poprzez ograniczenie emisji zanieczyszczeń szczególnie szkodliwych dla jakości życia ludzi. Projekt zakłada: - zmniejszenie zużycia energii pierwotnej, - zmniejszenie emisji CO2 oraz - zmniejszenie emisji pyłu do atmosfery. Powyżej wymienione cele są również strategicznymi celami regionu w zakresie ograniczenia emisji zanieczyszczeń. Realizacja projektu, polegającego głównie na przebudowie sieci ciepłowniczych oraz likwidacji węzła grupowego, aby przyczynić się do osiągnięcia celu nadrzędnego i celów strategicznych musi zakładać realizację celów szczegółowych, bezpośrednio związanych z planowanym przedsięwzięciem. Cele bezpośrednie projektu to: a) zwiększenie efektywności energetycznej systemu ciepłowniczego Opola, dzięki: - ograniczeniu strat przesyłu ciepła poprzez zastosowanie rurociągów preizolowanych w miejsce tradycyjnych, izolowanych matami z wełny mineralnej, poprawie stanu technicznego istniejących sieci oraz poprzez zabudowę indywidualnych węzłów cieplnych w miejsce grupowego węzła, - ograniczeniu strat ciepła związanych z przesyłem nośnika siecią niskich parametrów, - ograniczeniu ilości wody zużywanej do uzupełniania ubytków wody sieciowej, b) zwiększenie bezpieczeństwa dostawy ciepła poprzez wymianę starych rurociągów na odcinkach, na których występuje istotne zagrożenie awariami, zwiększenie niezawodności i ciągłości dostaw ciepła oraz zabudowę nowoczesnych węzłów indywidualnych.
