Com a presente operação pretende a recuperação de quatro edifícios existentes na Quinta do Moinho Velho para instalação do Centro de Oportunidades Sociais, a par da intervenção de recuperação e valorização ambiental e paisagística dos espaços exteriores da área envolvente ao edificado, bem como pela requalificação/construção de acessos à Quinta do Moinho Velho, resolvendo o problema de integração urbanística deste espaço.
