Cataluña y los Estados miembros se han visto afectados de una manera singular por las consecuencias ocasionadas por el brote de Covidien-19, que ha provocado una crisis de salud pública con un enorme impacto en su crecimiento económico. Por un lado, está siendo necesario realizar cuantiosos gastos no previstas para reforzar la capacidad del sistema sanitario, así como para dotar al conjunto de la sociedad de instrumentos que permitan afrontar la crisis de salud pública, asegurando la protección de las personas y facilitando las medidas de confinamiento. A ello se une una brusca caída de la actividad económica, con la paralización de sectores enteros de la economía, que hace a su vez necesario poner en marcha costosas medidas que alivian su impacto social. Todo ello se traduce en una urgente necesidad de liquidez, que los Fondos deben contribuir a satisfacer._x000D_ _x000D_ El Reglamento 2020/460 del Parlamento Europeo y de Consejo modifica el alcance de la Prioridad de Inversión 1.2 (Objetivo Temático 1) recogido en el artículo 5 del Reglamento 1301/2013, de modo que puedan quedar comprendidos los gastos necesarios para reforzar las capacidades de respuesta a esta crisis de salud pública. En línea con esta ampliación del ámbito de la Prioridad de Inversión 1.d, el presente Objetivo Específico tiene por objeto promover todas las medidas necesarias para afrontar la crisis de salud pública provocado por el brote de la Covidien-19, contemplando todo tipo de gastos ligados a la lucha contra la enfermedad (incluyendo entre otros, gastos en equipamiento sanitario, material de pruebas, equipos de protección personal, instalaciones de refuerzo, contratación de personal adicional, actuaciones de I + d + i, equipamiento y aplicaciones TIC, etc.). La contribución de los fondos europeos, mediante la cofinanciación del gasto englobado en este objetivo específico, será de vital importancia para hacer frente a las dimensiones de la situación sanitaria y socioeconómica derivada del impacto de la pandemia._x000D_ _x000D_ Se incluyen dentro de esta operación todas aquellas medidas de refuerzo puestas en marcha y / o previstas a fin de afrontar la crisis sanitaria provocada por la Covidien-19, y fundamentalmente las descritas a continuación:_x000D_ _x000D_ El Instituto Catalán de la Salud se ha convertido en el comprador de todo el sector salud de Cataluña dado su potencial en materia de contratación y disponibilidad logística en todo el territorio (Spanish)

On the one hand, it is necessary to make large unforeseen expenses to reinforce the capacity of the health system, as well as to provide the whole of society with instruments that allow facing the public health crisis, ensuring the protection of people and facilitating measures of confinement. Added to this is a sharp drop in economic activity, with the paralysis of entire sectors of the economy, which in turn makes it necessary to implement costly measures that alleviate its social impact. All this translates into an urgent need for liquidity, which the Funds must contribute to satisfying._x000D_ _x000D_ Regulation 2020/460 of the European Parliament and of the Council modifies the scope of Investment Priority 1.2 (Thematic Objective 1) included in article 5 of Regulation 1301/2013, so that the necessary expenses to reinforce the capacities of response to this public health crisis. In line with this expansion of the scope of Investment Priority 1.d, the purpose of this Specific Objective is to promote all the necessary measures to face the public health crisis caused by the Covidien-19 outbreak, considering all kinds of expenses linked to the fight against the disease (including, among others, expenses in sanitary equipment, test material, personal protective equipment, reinforcement facilities, hiring of additional personnel, R&D actions, ICT equipment and applications, etc.). ). The contribution of European funds, through the co-financing of expenditure included in this specific objective, will be of vital importance to face the dimensions of the health and socioeconomic situation derived from the impact of the pandemic._x000D_ _x000D_ This operation includes all those reinforcement measures put in place and / or planned in order to face the health crisis caused by Covidien-19, and fundamentally those described below:_x000D_ _x000D_ The Catalan Institute of Health has become the buyer of the entire health sector in Catalonia given its potential in terms of contracting and logistics availability throughout the territory (English)
