Los puntos limpios son lugares acondicionados convenientemente para la recepción y acopio de residuos domiciliarios aportados por particulares y que no deben ser depositados en los contenedores habituales situados en la vía pública. Estos residuos se denominan residuos específicos, y comprenden los enseres domésticos, residuos de construcción y demolición de obras, residuos de aparatos eléctricos y electrónicos, aceites, pilas, residuos biológicos y sanitarios no peligrosos, etc. En todo caso los residuos que deben ser gestionados por las Entidades Locales de acuerdo con la legislación vigente. La actuación está integrada, en primer lugar, por la redacción del proyecto de construcción del punto limpio en el municipio de La Carolina (Jaén). La Redacción del Proyecto constructivo se hace a partir de la elaboración de un estudio detallado de la situación y necesidades en materia de generación, recogida y tratamiento de los residuos que se pretende atender. Deberá estar dimensionado de acuerdo con la naturaleza y cantidad de residuos a eliminar en la actualidad y a la previsión de desarrollo en un horizonte futuro y deberá ajustarse y contener todos los apartados, estudios, cálculos y especificaciones técnicas y medioambientales que obliga la normativa y legislación actual para la redacción de esta clase de proyectos. En segundo lugar, la construcción del punto limpio. La construcción del punto limpio se divide en las actuaciones siguientes: - Movimiento de tierras y urbanización - Plataforma y viales - Cerramiento y elementos de protección - Obra civil y muros de contención - Nave cubierta para residuos especiales - Caseta de control de las instalaciones - Abastecimiento y saneamiento de agua - Instalación eléctrica - Sistemas de emergencia y protección contra incendios - Equipamiento y contenedores necesarios. A esto hay que añadir la Dirección de obra y Coordinador de Seguridad y Salud. Debido a las actuaciones que representa la ejecución de las obras del Punto Limpio y a la diversidad y especialización de los trabajos, se hace necesaria una dedicación completa e intensa para la Dirección de Obra que posibilite el ajuste entre la ejecución del proyecto y las fases y plazos previstos para su ejecución.
