El objetivo de la operación es acometer las actuaciones más urgentes para mejorar la capacidad de desagüe del Río Adra, con la consiguiente reducción del riesgo de desbordamiento, en el subtramo de actuación ES060_ARPS_0097 definido en el "Proyecto de Plan de Gestión del Riesgo de Inundación Anejo nº 1. Caracterización de las ARPSIs" de la Demarcación Hidrográfica de las cuencas Mediterráneas andaluzas. Las actuaciones a ejecutar permitirán la rehabilitación ecofuncional del subtramo del cauce fluvial (ARPSI Adra), a través de la recuperación de la capacidad de desagüe del mismo, la consiguiente reducción del riesgo de derrame e inundación en el tramo mencionado y el inicio de los procesos de ecorestauración natural (resilencia) de los hábitats fluviales autóctonos. Las actuaciones a desarrollar son las que siguen: - Actuaciones de saneamiento ambiental: # Evacuación de residuos inorgánicos y orgánicos depositados sobre el cauce de este subtramo del río, degradando las condiciones ambientales del mismo. # Realización de tratamientos selvícolas para favorecer la regeneración de la vegetación autóctona y eliminar la competencia de especies nitrófilas de gran poder colonizador: - Cortas fitosanitarias y eliminación de otras especies exóticas. - Desbroces selectivos. - Podas y resalveos. - Recogida y apiliado de residuos. - Eliminación del cañaveral localizado dentro del dominio público hidráulico de este subtramo, que han producido una invasión masiva tanto en la ribera como en el propio cauce, con la consecuente reducción de la sección útil del mismo, la modificación de las condiciones de desagüe del río y la ocupación y degradación de los hábitats de ribera que ha determinado su catalogación como parte de la ZEC ES61 10018 Río Adra: # Siega mecanizada y manual. # Extracción mecanizada y manual de rizomas. # Recogida y apilado de residuos. # Carga y transporte de residuos generados a planta de tratamiento de residuos autorizada. - Restauración de la cubierta vegetal en las superficies afectadas por la eliminación del cañaveral con especies características de los hábitats de ribera asociados: # Preparación del terreno. # Transporte, almacenamiento y distribución de plantas. # Plantación y riegos de mantenimiento. # Aplicación de medidas preventivas y correctoras como riego antipolvo de caminos y superficies de actuación, reperfilado del terreno y reparación de caminos dañados. Characterisation of the ARPSIs" of the Andalusian Mediterranean Basin Demarcation. The actions to be carried out will allow the ecofunctional rehabilitation of the subsection of the riverbed (ARPSI Adra), through the recovery of the drainage capacity of the same, the consequent reduction of the risk of spill and flooding in the aforementioned section and the start of the processes of natural eco-restoration (resilence) of the native river habitats. The actions to be carried out are as follows: — Environmental sanitation measures: # Disposal of inorganic and organic waste deposited on the channel of this subsection of the river, degrading the environmental conditions of the river. # Forestry treatments to promote the regeneration of native vegetation and eliminate the competition of nitrophyllous species of great colonising power: — Phytosanitary cuts and elimination of other exotic species. — Selective clearings. Prunings and braces. — Collection and disposal of waste. — Removal of the caneland located within the public hydraulic domain of this subsection, which has resulted in a massive invasion both on the bank and in the channel itself, with the consequent reduction of the useful section of the same, the modification of the drainage conditions of the river and the occupation and degradation of the river habitats that has determined its classification as part of the SAC ES61 10018 Río Adra: # Mechanised and manual mowing. # Mechanised extraction and manual rhizomes. # Waste collection and stacking. # Loading and transport of waste generated to authorised waste treatment plant. — Restoration of the vegetation cover on the areas affected by the removal of cane with species characteristic of the associated riparian habitats: ¤ Preparation of the ground. # Transportation, storage and distribution of plants. # Planting and watering maintenance. # Application of preventive and corrective measures such as anti-dust irrigation of roads and action areas, re-profiling of the terrain and repair of damaged roads.
