    La implementación de la Smart City, además de la implementación de la tecnología necesaria (GIS, Plataforma ge Gestión Smart, etc), implica primeramente un cambio organizativo interno de la Administración Local que posibilite la gestión horizontal e integrada de la misma, este cambio organizativo, por falta de capacidad interna, demanda la licitación de una Asistencia Técnica cuyos objetivos serían la definición de la estructura organizaniva para la gestión smart ( Definición de modelo organizativo y de Gestión de acuerdo a las necesidades y particularidades del Ayuntamiento de Jaén, definición del Cuadro de Mando, Soporte para la definición de GIS y Plataforma Tecnológica, Integración de Expedientes y Territorio, Asesoramientopara la integración de verticales,Modelo de gestión de la información incluyendo Open Data, Programa de capacitación interno, etc). Así mismo la operación incluye la licitación de un GIS, la Licitación de una Plataforma de Samrt City, sistema web, App y RRSS para relación con el ciudadano, integración de verticales, todo ello de acuerdo con lo que defina la Asistencia Técnica mencionada.
