Namen programa je brezposelnim mladim v starosti do 29 let, z izvedbo usposabljanj na delovnih mestih pri delodajalcih, povečati zaposlitvene možnosti in s tem dostop do trga dela, zato operacija predstavlja prispevek k reševanju obstoječega stanja na trgu dela.Cilj operacije je v usposabljanje na delovnem mestu vključiti 8.031 mladih v starosti do 29 let, od tega 4.982 v KRVS in 3.049 v KRZS, pri čemer se jih bo po zaključku usposabljanja tako v KRVS kot KRZS zaposlilo vsaj 65 %.Ciljna skupina so brezposelne osebe v starosti do 29 let (mlajše od 30 let), prijavljene v evidenci brezposelnih oseb na ZRSZ.
