Obiectivul general al proiectului îl constituie creșterea atractivității și accesibilitătii Portului Tulcea prin asigurarea unui transport navigabil bazat pe principiile durabilității, inovării și securității, capabil să asigure legături rapide și eficiente cu piețele internaționale, pentru fluidizarea maximă a circulației mărfurilor, asigurând totodată o infrastructură portuară la standarde europene în acord cu practicile și politicele UE și în contextul Obiectivului specific (OS) 2.4. Obiectivul general este operaționalizat cu ajutorul a trei obiective specifice: Obiectiv specific 1 - Creșterea eficienței și siguranței transportului naval de mărfuri în Portul Tulcea prin reabilitarea și modernizarea infrastructurii portuare existente a Portului Tulcea care accesibilizează consolidarea legăturilor dintre operatorii portuari și transportatorii de mărfuri la nivel national și european. Obiectiv specific 2 – Creșterea capacității de operare a Portului Tulcea prin prelungirea danei maritime spre aval cu 100 m, în dreptul danei fluviale existente în Portul Industrial, conform volumului actual și previzionat al cererii. Obiectiv specific 3 – Dezvoltarea și modernizarea infrastructurii utilitare și de acces a Portului Tulcea în vederea creșterii și punerii în valoare a calității serviciilor oferite operatorilor și transportatorilor portuari. Investițiile prevăzute în cadrul acestui proiect corespund Obiectivului specific 2.4 Creșterea volumului de mărfuri tranzitate prin terminale intermodale și porturi, parte a Axei Prioritare 2 Dezvoltarea unui sistem de transport multimodal, de calitate, durabil și eficient a POIM 2014-2020, care vizează modernizarea și dezvoltarea infrastructurii portuare în porturi, atât cele situate pe rețeaua TEN-T, cât și cele situate pe alte rețele, în vederea oferirii de condiții optime pentru transportul naval de mărfuri, inclusive achiziția de instalații portuare și alte echipamente. Obiectivul general al proiectului contribuie la atingerea obiectivului strategic 2 al Strategiei Integrate de Dezvoltare Durabilă a Deltei Dunării, respectiv “Dezvoltarea unei economii locale verzi, incluzive, pe baza consumului și protecției durabile, eficientă din punct de vedere al resurselor, valorificând avantajele comparative ale zonei și beneficiind de sprijinul unor servicii publice îmbunătățite”, Pilon strategic III – Îmbunătățirea conectivității. Proiectul pentru Dezvoltarea Portului Tulcea – Etapa I este relevant pentru Strategia ITI Delta Dunării, investiția privind modernizarea și creșterea capacității operaționale a portului Tulcea fiind o intervenție cu prioritate ridicată, contribuind totodată la dezvoltarea economică a Regiunii Deltei Dunării. Implementarea proiectului propus va contribui la îndeplinirea obiectivelor POIM privind "creșterea volumului de marfă transportată pe căile navigabile interioare cu 20% până în 2023 față de valoarea de referință din 2013 și la atingerea indicatorului de rezultat ai Axei (Romanian)

The overall objective of the project is to increase the attractiveness and accessibility of the Tulcea Port by ensuring a navigable transport based on the principles of sustainability, innovation and security, capable of ensuring rapid and efficient links with international markets, in order to maximise the flow of goods, while ensuring a port infrastructure to European standards in line with EU practices and policies and in the context of Specific Objective (SO) 2.4. The general objective is operationalised with three specific objectives: Specific objective 1 – Increase the efficiency and safety of freight transport in Tulcea Port by rehabilitating and modernising the existing port infrastructure of Tulcea Port, which makes it possible to strengthen connections between port operators and freight carriers at national and European level. Specific objective 2 – Increase the operating capacity of Tulcea Port by extending the sea berth downstream by 100 m, next to the existing river berth in the Industrial Port, according to the current and forecast volume of demand. Specific objective 3 – Develop and modernise the utility and access infrastructure of Tulcea in order to increase and enhance the quality of services offered to port operators and carriers. The investments foreseen under this project correspond to Specific Objective 2.4 Increase the volume of goods transited through intermodal terminals and ports, part of Priority Axis 2 Developing a multimodal, quality, sustainable and efficient transport system of LIOP 2014-2020, aimed at modernising and developing port infrastructure in ports, both those located on the TEN-T network and those located on other networks, in order to provide optimal conditions for freight transport, including the purchase of port facilities and other equipment. The general objective of the project contributes to the achievement of strategic objective 2 of the Integrated Sustainable Development Strategy of the Danube Delta, namely “Developing a green, inclusive local economy, based on sustainable consumption and protection, resource efficient, capitalising on the comparative advantages of the area and benefiting from the support of improved public services”, Strategic Pillar III – Improving connectivity. The Tulcea – Stage I Port Development Project is relevant for the Danube Delta ITI Strategy, the investment in modernising and increasing the operational capacity of Tulcea port being a high priority intervention, while contributing to the economic development of the Danube Delta Region. The implementation of the proposed project will contribute to the LIOP objectives of "increasing the volume of freight transported by inland waterways by 20 % by 2023 compared to the 2013 benchmark and achieving the Axis result indicator (English)
