La operación persigue la reducción del consumo de energía y la emisión de gases de efecto invernadero de los edificios públicos municipales dentro del ámbito de actuación de la estrategia, como respuesta a una de las principales problemáticas recogidas en el análisis._x000D_ _x000D_ Como resultado de este proceso, realizado durante la redacción de la Estrategia DUSI, así como el proceso participativo, se señaló la necesidad de mejorar la eficiencia energética y la introducción de energías renovables en edificios públicos. _x000D_ _x000D_ La operación tiene como principal objetivo la realización de los trabajos necesarios para la mejora energética de los edificios públicos seleccionados y prioritarios en base a criterios de consumo energéticos y sociales. Las actuaciones previstas son aquellas destinadas a la mejora de las infraestructuras físicas de los edificios, es decir, aquellas destinadas a la envolvente térmica, ya sea por medio de la sustitución de revestimientos, cubiertas, mejoras de aislamiento mediante la sustitución de ventanas y otras medidas de rehabilitación energética "pasiva" de los edificios._x000D_ _x000D_ Las actuaciones se realizarán siguiendo las recomendaciones recogidas en el Plan de Ahorro y Eficiencia Energética 2011 - 2020, así como las adoptadas por el Plan de Acción de Eficiencia Energética 2014 - 2020. _x000D_ _x000D_ Los edificios prioritarios que serán objeto de actuación serán los edificios públicos municipales señalados en el apartado 1.2. de la Expresión de Interés, estableciéndose la prioridad de actuación en función de las necesidades energéticas de cada edificio. Se tomará como base la clasificación energética inicial y se buscarán mejoras significativas (de, por lo menos, una letra de calificación energética en cada uno de los casos), de acuerdo con el RD 235/2013, de 5 de abril, mediante la utilización de alguno de los programas informáticos reconocidos. The project aims to reduce the energy consumption and greenhouse gas emissions of municipal public buildings within the scope of the strategy, in response to one of the main problems identified in the analysis._x000D_ _x000D_ As a result of this process, carried out during the drafting of the DUSI Strategy, as well as the participatory process, the need to improve energy efficiency and the introduction of renewable energies in public buildings was identified. _x000D_ _x000D_ The main objective of the operation is to carry out the necessary work to improve the energy performance of the selected public buildings, based on energy consumption and social criteria. The measures envisaged are those aimed at improving the physical infrastructure of the buildings, i.e. those intended for the thermal envelope, either by replacing the cladding, roofs, improving insulation through the replacement of windows or other "passive" energy rehabilitation measures for the buildings._x000D_ _x000D_ The actions will be carried out following the recommendations contained in the Energy Saving and Efficiency Plan 2011 - 2020, as well as those adopted by the Energy Efficiency Action Plan 2014 - 2020. _x000D_ _x000D_ The priority buildings that will be the object of action will be the municipal public buildings indicated in section 1.2. of the Expression of Interest, establishing the priority for action according to the energy needs of each building. The initial energy classification will be taken as a basis and significant improvements will be sought (of at least one letter of energy classification in each case), in accordance with RD 235/2013, of 5 April, by using one of the recognised computer programmes.
