Obiectivul general al proiectului consta in cresterea capacitatii celor doua organizatii partenere de a formula propuneri alternative la politicile publice initiate de Guvern in domeniul tineretului si cel al educatiei pe care sa le inainteze autoritatilor relevante. In acest sens, obiectivul general al proiectului contribuie la atingerea obiectivului specific 1.1 al POCA - de a dezvolta si introduce sisteme si standarde comune in administratia publica ce optimizeaza procesele decizionale orientate catre cetateni si mediul de afaceri – prin sustinerea capacitatii societatii civile de a isi oferi aportul la formularea, monitorizarea si evaluarea politicilor publice nationale. Mai precis, prin consolidarea cunostintelor tehnice si a experientei in randul reprezentantilor celor doua ONGuri direct sprijinite prin operatiunea finantata in ceea ce priveste participarea la decizia publica (fie ca acesta se traduce prin elaborarea de analize, evaluari sau formulari de politici publice alternative), contribuim la intarirea rolului pe care acest sector il are in ciclul politicilor publice si implicit la o mai buna reflectare a intereselor cetatenilor in reglementarile adoptate. In aceasta maniera, proiectul contribuie in mod direct la atingerea Obiectivului Specific II.1.6 al Strategiei pentru Consolidarea Administratiei Publice 2014-2016, anume dezvoltarea capacitatii societatii civile, mediului academic si altor parteneri sociali relevanti de a sustine si promova reforma administratiei publice. Corespondenta intre obiectiv-activitati-rezultate-indicatori Atingerea obiectivului general al proiectului va fi asigurata prin derularea pe parcursul a 16 luni a unei serii de activitati complementare, menite: • sa creasca nivelul de informare in randul grupului tinta cu privire la cadrul legislativ care reglementeaza procesul de luare a deciziilor in Romania; • sa clarifice cu privire la modalitatile si instrumentele existente si disponibile cetatenilor de a contribui la identificarea prioritatilor si procesul decizional; • sa ofere sprijinul necesar celor doua organizatii non-guvernamentale pentru formularea, promovarea si inaintarea catre instituiile relevante a unei propuneri alternative la masurile adoptate de catre Guvern pentru reglementarea domeniului educatiei si a tineretului; • sa informeze asupra metodelor de analiza a politicilor publice si sa sprijine reprezentantii celor doua organizatii non-guvernamentale in dezvoltarea unui instrument de monitorizare si evaluare a impactului masurilor guvernamentale de sustinere a tinerilor si a ONG-urilor de tineret; • sa incurajeze si faciliteze comunicarea membrilor organizatiilor non-guvernamentale cu reprezentanti ai administratiei centrale; • sa contribuie la formarea si consolidarea unei retele de participare civica focalizata pe domeniul educatiei si politicii de tineret. The general objective of the project is to increase the capacity of the two partner organisations to formulate alternative proposals to public policies initiated by the Government in the field of youth and education that to submit to the relevant authorities. In this respect, the general objective of the project contributes to the achievement of POCA’s specific objective 1.1 – to develop and introduce common systems and standards in public administration that optimise decision-making processes oriented towards citizens and business environment – by supporting the capacity of civil society to provide its input to the formulation, monitoring and evaluation of national public policies. More specifically, by strengthening the technical knowledge and experience among the representatives of the two NGOs directly supported by the funded operation in terms of participation in public decision (whether it translates into the elaboration of analyses, evaluations or alternative public policy forms), we contribute to strengthening the role this sector has in the public policy cycle and thus to better reflect citizens’ interests in the adopted regulations. In this manner, the project directly contributes to the achievement of Specific Objective II.1.6 of the Strategy for Strengthening Public Administration 2014-2016, namely to develop the capacity of civil society, academia and other relevant social partners to support and promote public administration reform. Correspondence between objective-activities-results-indicators Achieving the general objective of the project will be ensured by carrying out over 16 months a series of complementary activities, aimed at: • increase the level of information among the target group on the legislative framework that regulates the decision-making process in Romania; • clarify the ways and tools available to citizens to help identify priorities and the decision-making process; • to provide the necessary support to the two non-governmental organisations in formulating, promoting and submitting to the relevant institutions an alternative proposal to the measures adopted by the Government to regulate the field of education and youth; • to inform on methods of analysis of public policies and to support representatives of the two non-governmental organisations in developing a tool for monitoring and assessing the impact of government measures to support young people and youth NGOs; • to encourage and facilitate the communication of members of non-governmental organisations with representatives of the central administration; • to contribute to the training and consolidation of a civic participation network focused on education and youth policy.
