Obiectivul General O administratie publica mai performanta in tara noastra, prin implementarea de sisteme de management moderne, orientate spre cetatean si functionari publici mai bine pregatiti si eficienti care sa presteze servicii publice de calitate. Obiectivul general al proiectului este corelat cu ,,OS 1.1 POCA : Dezvoltarea și introducerea de sisteme și standarde comune în administrația publică ce optimizează procesele decizionale orientate către cetățeni și mediul de afaceri în concordanță cu SCAP’’ si contribuie esential la realizarea acestuia si a tuturor obiectivelor de program care vizeaza promovarea unei administratii publice moderne care sa vina in sprijinul cetateanului si sa faciliteze dezvoltarea economica si sociala a Romaniei. Grupul tinta al proiectului format din personal de conducere si executie al solicitantului si alesilor locali, va beneficia in principal de facilitarea procesului de prestare a serviciilor publice prin introducerea de sisteme si standarde moderne de management public, va beneficia de pregatire profesionala pentru punerea in practica a noului sistem introdus dar si pentru actualizarea si imbunatatirea cunostintelor acestora in ceea ce priveste actul administrativ. Comunicarea si informarea opiniei publice cu privire la introducerea noului sistem este un alt beneficiu al proiectului, nu numai pentru grupul tinta ci si pentru comunitatea locala, care va utiliza alaturi de functionari noul sistem de management public implementat prin intermediul prezentului proiect. Astfel, prin obiectivul sau proiectul contribuie atat la realizarea obiectivelor Strategiei pentru Consolidarea Administratiei Publice din Romania 2014-2020 care isi propune prin actiuni concertate sa modernizeze si sa aduca la standarde Europene, administratia publica din tara noastra contribuind astfel la atingerea obiectivelor Strategiei Europa 2020. Pentru a putea îndeplini acest rol, administrația publică are nevoie de resurse umane competente și bine gestionate, un management eficient și transparent al utilizării resurselor, o structură instituțional-administrativă adecvată, precum și de proceduri clare, simple și predictibile de funcționare. O astfel de administrație trebuie să fie capabilă să ofere decidenților politici instrumentele necesare fundamentării și implementării unor politici publice în interesul cetățenilor. Optimizarea administrației este o condiție importantă pentru punerea în aplicare a oricărei schimbări structurale către o creștere inteligentă, durabilă și favorabilă incluziunii. (Romanian)

General objective A better public administration in our country, through the implementation of modern management systems, oriented towards the citizen and public officials better trained and efficient to provide quality public services. The overall objective of the project is linked to,OS 1.1 POCA: Development and introduction of common systems and standards in public administration that optimise decision-making processes oriented towards citizens and business environment in line with SCAP" and contribute essential to its achievement and all programme objectives aimed at promoting a modern public administration to support the citizen and facilitate the economic and social development of Romania. The target group of the project consisting of management and execution staff of the applicant and local elected representatives will benefit mainly from the facilitation of the public service delivery process by introducing modern systems and standards of public management, will benefit from professional training for putting into practice the new system introduced but also for updating and improving their knowledge regarding the administrative act. Communicating and informing the public about the introduction of the new system is another benefit of the project, not only for the target group but also for the local community, which will use the new public management system implemented through this project with its functionaries. Thus, through its objective, the project contributes both to the objectives of the Strategy for Strengthening Public Administration in Romania 2014-2020, which aims through concerted actions to modernise and bring to European standards, the public administration in our country thus contributing to the achievement of the objectives of the Europe 2020 strategy. In order to fulfil this role, public administration needs competent and well-managed human resources, efficient and transparent resource management, an appropriate institutional-administrative structure, and clear, simple and predictable operating procedures. Such an administration must be able to provide policy makers with the tools to underpin and implement public policies in the interest of citizens. Optimising administration is an important condition for the implementation of any structural change towards smart, sustainable and inclusive growth. (English)
