Obiectivul general al proiectului pentru care s-a întocmit un Studiu de trafic este de a asigura un serviciu eficient de transport public de călători, în vederea reducerii numărului de deplasări cu transportul privat (cu autoturisme) şi reducerea emisiilor de echivalent CO2 din transporturi. Măsura menită să asigure acest obiectiv este înlocuirea autobuzelor convenţionale prin achiziţia unui număr de 18 autobuze electrice, cu parametrii dinamici,de capacitate şi confort sporite. Obiectivul proiectului “Reinnoirea parcului de mijloace de transport public cu autobuze electrice, in vederea reducerii emisiilor de carbon in orasul Voluntari” vizeaza crearea in orasul Voluntari a unui sistem de transport eficient, ecologic, modern si accesibil pentru toate categoriile de locuitori, inclusiv cei cu dizabilitati, conducand la reducerea emisiilor de dioxid de carbon si noxe deversate in atmosfera, reducerea poluarii fonice, reducerea congestiei in trafic si cresterea sigurantei rutiere din orasul Voluntari printr-o abordare integrata care urmareste transferul unei parti semnificative din cota modala de la transportul motorizat cu automobilul personal catre transportul public ecologic cu autobuze electrice, precum si optimizarea fluxurilor de transport prin utilizarea unor elemente moderne de sistem de management de trafic. Prin proiect se doreste asigurarea unui serviciu eficient si ecologic de transport public de calatori cu emisii scazute de carbon, prin inlocuirea flotei actuale de autobuze poluante si depasite moral, a caror vechime depaseste semnificativ durata de functionare normal, cu autobuze electrice care sa asigure standarde crescute de calitate, accesibilitate adecvata pentru persoanele cu dizabilitati si siguranta in utilizare, prin construirea unei autobaze moderne dotate cu statii de incarcare electrica, modernizarea statiilor de calatori si optimizare amplasarii acestora, reabilitarea infrastructurii rutiere utilizate prioritar de catre transportul public si optimizarea fluxurilor de calatori prin utilizarea unui sistem modern de e-ticketing ca mecanism de management de trafic. Promovarea unei utilizari crescute a transportului public este integrata in proiect cu promovarea modurilor de transport nemotorizate, facilitand deplasarea tuturor categoriilor de cetateni, inclusive a celor cu dizabilitati. Proiectul va facilita deplasarea economica si ecologica a cetatenilor orasului intre zonele cu densitate mare in locuire si zonele in care sunt concentrate unitatile economice, comerciale, administrative si educationale, sprijinind o integrare mai ridicata in munca, educatie si viata socio-culturala a tuturor locuitorilor, indiferent de varsta, statut socio-economic sau dizabilitati, reducand simultan timpul pierdut din cauza congestiilor in traficul rutier. Astfel, prin intermediul obiectivului general al proiectului acesta va contribui semnificativ la indeplinirea obiectivului general al Programului Operational Regional 2014-2020 care vize (Romanian)

The general objective of the project for which a Traffic Study has been drawn up is to ensure an efficient public passenger transport service in order to reduce the number of journeys by private transport (cars) and to reduce CO2-equivalent emissions from transport. The measure to ensure this objective is to replace conventional buses by purchasing 18 electric buses with enhanced dynamic, capacity and comfort parameters. The objective of the project “Renewal of the public transport fleet with electric buses, in order to reduce carbon emissions in the city of Voluntari” aims to create an efficient, environmentally friendly, modern and accessible transport system in the city of Voluntari for all categories of inhabitants, including those with disabilities, leading to the reduction of carbon dioxide emissions and noxes discharged into the atmosphere, reducing noise pollution, reducing congestion in traffic and increasing road safety in the city of Voluntari through an integrated approach aimed at transferring a significant share of the modal share from motorised transport by private car to environmentally friendly public transport by electric buses, as well as optimising transport flows through the use of modern traffic management system elements. The project aims to ensure an efficient and environmentally friendly public passenger transport service with low carbon emissions, by replacing the current fleet of polluting and morally outdated buses, the age of which significantly exceeds the normal duration of operation, with electric buses that ensure high quality standards, adequate accessibility for people with disabilities and safety in use, by building a modern bus equipped with electric charging stations, modernising passenger stations and optimising their location, rehabilitation of the road infrastructure used as priority by public transport and optimising passenger flows by using a modern e-ticketing system as a traffic management mechanism. Promoting an increased use of public transport is integrated into the project with the promotion of non-motorised modes of transport, facilitating the movement of all categories of citizens, including those with disabilities. The project will facilitate the economic and ecological movement of the citizens of the city between areas with high density in housing and areas where economic, commercial, administrative and educational units are concentrated, supporting a higher integration in the work, education and socio-cultural life of all inhabitants, regardless of age, socio-economic status or disabilities, simultaneously reducing the time lost due to congestion in road traffic. Thus, through the general objective of the project, it will contribute significantly to the achievement of the general objective of the Regional Operational Programme 2014-2020 on visas (English)
