Proiectul propus este in concordanta cu obiectivul general al Programului Operational Regional 2014-2020, de crestere a competitivitatii economice si imbunatatire a conditiilor de viata ale comunitatilor locale si regionale, prin sprijinirea dezvoltarii mediului de afaceri, a conditiilor infrastructurale si serviciilor care sa asigure si dezvoltarea sustenabila a regiunilor, capabile sa gestioneze in mod eficient resursele, sa valorifice potentialul lor de inovare si asimilare a progresului tehnologic. Totodata, proiectul este in concordanta cu obiectivul specific al prioritatii de investitii 3.1 - Sprijinirea eficientei energetice, a gestionarii inteligente a energiei si a utilizarii energiei din surse regenerabile in infrastructurile publice, inclusiv in cladirile publice si in sectorul locuintelor, respectiv Cresterea eficientei energetice in cladirile rezidentiale, cladirile publice si sistemele de iluminat public, indeosebi a celor care inregistreaza consumuri energetice mari. Obiective proiect Obiectivul general al proiectului este cresterea eficientei energetice a SIP din Orasul Draganesti Olt. Pentru atingerea acestui obiectiv general, beneficiarul va avea in vedere îndeplinirea a 4 obiective specifice (OS1-OS4), asa cum sunt prezentate mai jos. Indeplinirea celor 4 obiective specifice se va realiza prin implementarea urmatorului pachet de masuri: - M1. - inlocuirea tuturor aparatelor de iluminat existente cu aparate de iluminat cu LED, moderne si performante, realizarea unui sistem de iluminat exterior, atat pentru partea carosabila cat si pentru trotuar (acolo unde este cazul), prin care sa se asigure confortul luminos al tuturor participantilor la trafic, atat conducatorii auto cat si pietoni, biciclisti, inlocuirea a 20 de stalpi existenti decorativi, cu inaltime de 2,5 m, degradati, cu 20 de stalpi noi, prevazuti cu panouri solare.Se va avea in vedere si rezolvarea situatiilor de conflict rutier – din punct de vedere luminos (intersectii, treceri de pietoni, sensuri giratorii, etc) astfel incat sa se respecte valorile prevazute de standardul SREN 13201. Noul sistem de iluminat va respecta prevederile SR EN 13201:2015 - M2. - instalarea unui sistem de telegestiune a sistemului de iluminat public bazat pe Open Source Data pentru toate aparatele de iluminat montate, care sa asigure controlul telegestiunea si telecitirea fiecarui aparat de iluminat in parte,cu furnizare de API si facilitati de optimizare a consumului energetic, prin care sa se monitorizeze si sa se controleze individual si pe grupuri functionarea punctelor luminoase precum si a cutiilor electrice ce deservesc instalatia. - M3. - eficeintizarea sistemului de iluminat – prin montarea de panouri fotovoltaice - M4.- Eficientizarea sistemului de iluminat public pe strazi si in zone fara sistem de iluminat public in vederea asigurarii unui tratament egal pentru toti locuitorii, Masurile vor conduce la reducerea cheltuielilor de exploatare si intretinere/mentinere pent (Romanian)

The proposed project is in line with the general objective of the Regional Operational Programme 2014-2020, to increase economic competitiveness and improve the living conditions of local and regional communities, by supporting the development of the business environment, infrastructure conditions and services that ensure and the sustainable development of regions, capable of efficiently managing resources, capitalising on their potential for innovation and assimilation of technological progress. At the same time, the project is consistent with the specific objective of the investment priority 3.1 – Supporting energy efficiency, smart energy management and the use of renewable energy in public infrastructures, including public buildings and housing sector, i.e. increasing energy efficiency in residential buildings, public buildings and public lighting systems, especially those who record high energy consumption. The overall objective of the project is to increase the energy efficiency of SIP in Draganesti Olt. In order to achieve this general objective, the beneficiary will consider the achievement of 4 specific objectives (OS1-OS4) as set out below. The achievement of the 4 specific objectives will be achieved by implementing the following package of measures: M1. — replacing all existing luminaires with modern and high-performance LED lighting devices, creating an outdoor lighting system, both for the roadside and for the sidewalk (where applicable), ensuring the bright comfort of all road users, both drivers and pedestrians, cyclists, replacing 20 existing decorative poles with a height of 2.5 m, degraded, with 20 new poles, equipped with solar panels.It will also be considered to solve the situations of road conflict – from a bright point of view (intersections, pedestrian crossings, roundabouts, etc.) so as to comply with the values stipulated by the SREN 13201 standard. The new lighting system will comply with SR EN 13201:2015 – M2. — the installation of a public lighting system based on Open Source Data for all installed lighting devices, to ensure the control of the remote management and telereading of each lighting device, with the provision of API and energy optimisation facilities, through which to monitor and control individually and on groups the operation of the light points as well as of the electric boxes serving the installation. M3. — the efficiency of the lighting system – by installing photovoltaic panels – M4.- The efficiency of the public lighting system on the streets and in areas without public lighting system in order to ensure equal treatment for all residents, the measures will lead to reduced operating and maintenance/maintenance costs (English)
