Obiectivul general al proiectului il reprezintă creșterea favorabilă a ocupării forței de muncă in orasul Tîrgu Neamt, prin dezvoltarea potențialului endogen, ca parte a strategiei teritoriale pentru zona Parc Cetate, care să cuprindă reconversia regiunii aflate în declin, precum și sporirea accesibilității și dezvoltarea resurselor.
