    Obiectivul general al proiectului, ca parte din reteaua TEN-T Globala, este imbunatatirea competitivitatii economice a României prin dezvoltarea infrastructurii de transport care faciliteaza integrarea economica in UE, contribuind astfel la dezvoltarea pietii interne cu scopul de a crea conditiile pentru cresterea volumului investitiilor, promovarea transportului durabil si a coeziunii in reteaua de drumuri europene. Obiective principale: asigurarea de capacitatea de circulatie necesara si conditii corespunzatoare circulatiei aferente retelei rutiere TEN-T Core si Comprehensive cu efecte negative minime la nivelul mediului si ale ocuparii de terenuri. Imbunatatirea conditiilor de circulatie la nivel de retea rutiera nationala de transport inclusiv sub aspect de siguranta rutiera, reducerea emisiiilor poluante, reducerea costurilor de operare, raspunzand astfel cerintelor de dezvoltare economica concretizata prin adaptarea retelei rutiere nationale la cererea reala de transport. Obiective secundare: generarea unor efecte socio-economice pozitive si importante inclusiv prin "micsorarea distantelor" si dezvoltarea regionala prin marirea zonei de influenta economica "gravitationala" a oraselor mai mari asupra localitatilor mai mici "satelitare" acestora. Integrarea si adaprtarea drumului de mare viteza "Alternativa Techirghiol" la infrastructura de transport secundara (drumuri judetene, drumuri comunale, drumuri de exploatare etc) Scopul prezentului proiect este de proiectare la nivel de faza de proiectare Studiu de Fezabilitate, Proiect Tehnic, Detalii de executie si DTAC pentru "Alternativa Techirghiol", avand ca principal scop fluidizarea traficului spre sudul litoralului, in special in perioada sezonului estival, in conditiile unui trafic cu valori in crestere in ultimii ani. Elaborarea Studiului de fezabilitate, a Proiectului Tehnic, Detaliilor De Executie Si D.T.A.C pentru lucrarea Alternativa Techirghiol" duce la atingerea indicatorului la nivel de proiect, si anume indicatorul de rezultat 2S81- "Cerere de finanțare transmisă, spre analiză și aprobare, la Organismul Independent pentru Evaluare" si a indicatorului de realizare imediata 2S82 - "Documentatii suport pentru elaborarea cererii de finantare" cuantificat printr-o cerere de finanțare transmisă, spre analiză și aprobare, la AMPOIM/OIT, facand parte din cadrul din cadrul Axei Prioritare 2 - Dezvoltarea unui sistem de transport multimodal, de calitate, durabil şi eficient, Obiectivul Specific 2.1 - Creşterea mobilităţii pe reţeaua rutieră TEN-T globală.     The general objective of the project, as part of the TEN-T Global Network, is to improve Romania’s economic competitiveness by developing transport infrastructure that facilitates economic integration in the EU, thus contributing to the development of the internal market in order to create the conditions for increasing the volume of investments, promoting sustainable transport and cohesion in the European road network. Main objectives: ensuring the necessary traffic capacity and conditions corresponding to the traffic related to the TEN-T Core and Comprehensive road network with minimal negative effects on the environment and land occupation. Improving the traffic conditions at the level of the national road transport network, including road safety, reducing pollutant emissions, reducing operating costs, thus meeting the requirements for economic development realised by adapting the national road network to the real demand for transport. Sub-objectives: generating positive and important socio-economic effects including through “distance reduction” and regional development by increasing the area of “gravity” economic influence of larger cities on smaller “satellite” localities. Integration and maintenance of the high-speed road “Techirghiol Alternative” to secondary transport infrastructure (district roads, communal roads, operating roads, etc.) The purpose of this project is to design at the design stage: Feasibility Study, Technical Project, Execution Details and DTAC for “Techirghiol Alternative”, with the main aim of fluidising traffic to the south of the seaside, especially during the summer season, in the conditions of an increasing traffic in recent years. Elaboration of the Feasibility Study, Technical Project, Execution Details and D.T.A.C. for the Techirghiol Alternative Work leads to the achievement of the indicator at project level, namely the result indicator 2S81- “Request for financing submitted, for analysis and approval, to the Independent Body for Evaluation” and of the immediate output indicator 2S82 – “Support Documents for the elaboration of the financing application” quantified by a financing application submitted, for analysis and approval, at AMPOIM/ITB, being part of the framework of Priority Axis 2 – Development of a multimodal, quality, sustainable and efficient transport system, Specific Objective 2.1 – Increasing mobility on the comprehensive TEN-T road network.
