Obiectivul general al proiectului este de a sprijini finalizarea implementării și închiderea la timp și în bune condiții a POS CCE 2007-2013 in Regiunea Nord-Est, prin asigurarea resurselor necesare activităților de verificare a cheltuielilor, monitorizare a implementarii si durabilității investițiilor, în perioada 01.01.2016 – 31.12.2018. Proiectul are ca scop sprijinirea procesului de închidere a perioadei 2007-2013 aferente POS CCE in regiunea Nord-Est, prin asigurarea resurselor necesare activităților de finalizare a verificarii cheltuielilor, monitorizare a implementarii, in perioada 01.01.2016 – 31.03.2016 si a durabilității investițiilor, în perioada 01.01.2016–31.12.2018, ceea ce contribuie la o implementare eficienta si transparenta a fondurilor alocate Romaniei, in vederea cresterii productivitatii intreprinderilor romanesti pentru reducerea decalajelor fata de productivitatea medie la nivelul Uniunii. Obiectivul propus contribuie la atingerea obiectivului specific al Axei prioritare 2 - Sprijin pentru coordonarea gestionarea si controlul FESI de imbunatatire a cadrului de reglementare strategic si procedural pentru coordonarea si implementarea FESI. Totodata atingerea obiectivului propus are impact si asupra realizarii obiectivului POAT 2014-2020, de a asigura sprijinul necesar implementarii eficiente si transparente a fondurilor ESI alocate Romaniei in cadrul Politicii de Coeziune a UE. Pentru atingerea Obiectivului general, acela de a sprijini procesul de închidere a perioadei 2007-2013 aferente POS CCE, trebuie atins Obiectivul specific - Crearea premiselor pentru asigurarea pana la 31.12.2018 a unei tranzitii facile intre perioadele de programare. Avand in vedere ca anul 2015 reprezinta si inchiderea perioadei de programare 2007-2013, tranzitia facila catre urmatoarea perioada de programare nu se poate realiza fara implementarea si incheierea cu succes a unui proces de inchidere a primei perioade de programare ceea ce se constituie in principalul rezultat asteptat in cadul proiectului propus. Procesul de inchidere a perioadei de programare 2007-2013 impune desfasurarea unor activitati specifice privind finalizarea verificarii cheltuielilor, a monitorizarii implementarii si durabilitatii proiectelor finantate prin POS CCE 2007-2013. Succesul implementarii acestor activitati depinde de calitatea si cantitatea resurselor alocate: umane, financiare si materiale. Resursa umana constituita din echipa de experti formati si instruiti in implementarea POS CCE 2007-2013 propusa pentru managementul proiectului impune efectuarea unor cheltuieli ocazionate de plata retributiilor salariale, de efectuarea deplasarilor la locul de implementare a proiectelor, de exploatare a dotarilor si a spatiului in care echipa isi desfasoara activitatea. The general objective of the project is to support the completion of the implementation and the timely and smooth closure of the SOP IEC 2007-2013 in the North-East Region, by providing the necessary resources for expenditure verification activities, monitoring the implementation and sustainability of investments, between 1 January 2016 and 31.12.2018. The project aims to support the closure of the 2007-2013 period related to SOP IEC in the North-East region, by providing the necessary resources for the activities of completing expenditure verification, monitoring of implementation, between 01.01.2016 and 31.03.2016 and of the sustainability of investments, during the period 01.01.2016-31.12.2018, which contributes to an efficient and transparent implementation of the funds allocated to Romania, in order to increase the productivity of Romanian enterprises in order to reduce the gaps compared to average productivity in the Union. The proposed objective contributes to the achievement of the specific objective of Priority Axis 2 – Support for the coordination and control of the EISF to improve the strategic and procedural regulatory framework for the coordination and implementation of the EISF. The achievement of the proposed objective also has an impact on the achievement of the POAT 2014-2020 objective, to ensure the necessary support for the efficient and transparent implementation of the ESI Funds allocated to Romania within the framework of the EU Cohesion Policy. In order to achieve the general objective, which is to support the closure of the 2007-2013 period related to the SOP IEC, the specific objective – Creating the prerequisites for ensuring a smooth transition between programming periods by 31.12.2018 should be achieved. Given that 2015 is also the closure of the 2007-2013 programming period, the easy transition to the next programming period cannot be achieved without the successful implementation and completion of a process of closing the first programming period, which is the main result expected in the proposed project. The closure of the 2007-2013 programming period requires specific activities to be carried out on the completion of expenditure verification, monitoring of implementation and sustainability of projects financed by SOP IEC 2007-2013. The success of the implementation of these activities depends on the quality and quantity of resources allocated: human, financial and material. The human resource made up of the team of experts trained and trained in the implementation of the SOP IEC 2007-2013 proposed for project management requires that expenses incurred in the payment of salary fees, travel to the site of project implementation, exploitation of the facilities and the space in which the team operates. North-East RDA assumes the allocation of human and material resources, but the success of the project is determined by the way in which it is supported by a level of financing able to cover the needs of (English)
