Obiectivul general al proiectului il constituie implementarea si certificarea sistemului unitar de management al calitatii ISO 9001:2015, aplicabil administratiei publice locale, inclusiv formarea specifica a personalului contractual si a functionarilor publici din cadrul Unitatii Administrativ-Teritoriale Municipiul Sacele, in vederea cresterii performantei actului administrativ. Proiectul urmareste dezvoltarea capacitatii administrative prin implementarea standardului ISO 9001:2015, abordarea practicilor si instrumentelor performante de management coroborate cu investitia in capitalul uman, ca urmare a organizarii programelor de formare profesionala pentru personalul din administratia publica ceea ce va conduce la cresterea transparentei in organizarea si derularea activitatilor precum si imbunatatirea managementului proceselor/activitatilor din administratia publica locala, cresterea gradului de responsabilizare a functionarilor in indeplinirea sarcinilor de serviciu. Implementarea standardului ISO 9001:2015 coroborat cu Ordinul nr. 400/2015 va conduce la realizarea de politici si proceduri privind: autorizarea si aprobarea, separarea atributiilor, accesul la resurse si documente, verificarea, reconcilierea, analiza performantei de functionare, revizuirea operatiilor, proceselor si activitatilor, supravegherea, reducerea costurilor, o mai buna utilizarea a resurselor umane, logistice, financiare, de care dispune autoritatea, cresterea performantelor angajatilor sai prin instruirea acestora in domeniul managementului calitatii, cunoasterea de catre acestia a cerintelor standardului, a politicii institutiei si a procedurilor de lucru instituite prin manualul calitatii realizat in concordanta cu ISO 9001:2015. The general objective of the project is the implementation and certification of the uniform quality management system ISO 9001:2015, applicable to the local public administration, including the specific training of contract staff and civil servants within the Administrative-Territorial Unit of Sacele Municipality, in order to increase the performance of the administrative act. The project aims to develop the administrative capacity through the implementation of the ISO 9001:2015 standard, addressing the performance management practices and tools in conjunction with the investment in human capital, as a result of the organisation of professional training programs for the staff of the public administration, which will lead to increased transparency in the organisation and performance of activities as well as improving the management of processes/activities in the local public administration, increasing the level of accountability of the functionaries in carrying out the service tasks. The implementation of the ISO 9001:2015 standard in conjunction with Order No 400/2015 will lead to the implementation of policies and procedures regarding: authorisation and approval, separation of duties, access to resources and documents, verification, reconciliation, analysis of performance, review of operations, processes and activities, supervision, cost reduction, better use of human, logistical, financial resources available to the authority, increasing the performance of its employees through their training in the field of quality management, their knowledge of the requirements of the standard, the institution’s policy and the working procedures established by the quality manual carried out in accordance with ISO 9001:2015.
