    Obiectivul general al proiectului este cresterea capacitatii institutionale de a raspunde in timp util si eficient la criza COVID – 19, contribuind astfel la cresterea capacitatii de ingrijire si tratament a pacientilor suspecti sau infectati cu virusul Covid-19, si gestionarea la nivel local a crizei sanitare. Prin implementarea proiectului este prevazuta achizitionarea unor echipamente menite sa adreseze direct diagnosticarea corecta si tratamentul pacientilor infectati (inclusiv, sau mai ales, identificarea oricaror complicatii medicale rezultate din infectarea cu virusul, care pot afecta serios sanatatea pacientului, precum si comorbiditatile acestora - actiuni esentiale, comorbiditatile putand avea simptomatologie accentuata prin infectarea cu virusul SARS-COV, situatie demonstrata statistic). Dealtfel, prin implementarea proiectului, pe termen mediu si lung Solicitantul va creste capacitatea de reactie la orice tip de pandemie, echipamentele propuse a fi achizitionate prin proiect urmand a pune la dispozitia pacientilor infrastructura medicala menita sa adreseze atat comorbiditatile acestora, cat si problemele medicale generate de infectii cu virusi. Astfel, va creste semnificativ capacitatea de ingrijire si tratament oferita de catre Solicitant populatiei din zona si implicit va contribui la cresterea capacitatii de gestionare a crizei sanitare pe plan local. In prezent, Solicitantul are o capacitate redusa de reactie in scopul ingrijirii si tratamentului pacientilor infectati cu virusul COVID-19 iar faptul ca numarul cazurilor inregistrate pana in prezent in localitate a fost nesemnificativ, poate fi pus si pe seama hazardului. Prin achizitionarea dotarilor propuse prin proiect, vom creea posibilitatea de a trata si recupera pacienti, astfel: prin cresterea capacitatii de diagnosticare, datorata aparaturii specifice de radiologie-imagistica, computer tomograf si ATI, se va putea evalua gradul de afectare a starii de sanatate a pacientilor infectati, si se va putea interveni rapid in cazurile critice. In consecinta, in urma implementarii proiectului, vom putea prelua la capacitate maxima pacienti ce necesita astfel de investigatii si terapii. Prin urmare, in acest moment, indicatorul de rezultat al programului 2S132- ”Capacitatea adecvată de îngrijire și tratament al cazurilor de infecție cu virusul SARS-COV 2/de gestionare a crizei sanitare” are valoarea calitativa: NU (nu exista expertiza si infrastructura interventionala pentru infectia cu virusul), iar ulterior implementarii proiectului, prin finantarea obtinuta, valoarea calitativa a acestui indicator va fi: DA, capacitatea de ingrijire si tratament al cazurilor de infectie cu virusul SARS-COV2 devenind un parametru semnificativ pentru intreaga comunitate. Trebuie sa precizam totodata si faptul ca zona de ingrijire si tratament a persoanelor infectate va fi o zona complet separata de cea a pacientilor uzuali.     The general objective of the project is to increase the institutional capacity to respond in a timely and efficient manner to the COVID-19 crisis, thus contributing to increasing the care and treatment capacity of patients suspected or infected with the Covid-19 virus, and the local management of the health crisis. The implementation of the project provides for the acquisition of equipment designed to address directly the correct diagnosis and treatment of infected patients (including, or especially, the identification of any medical complications resulting from infection with the virus, which can seriously affect the patient’s health, as well as their comorbidities – essential actions, comorbidities can have increased symptoms through infection with SARS-COV virus, statistically demonstrated situation). Moreover, by implementing the project, in the medium and long term, the applicant will increase the response capacity to any type of pandemic, the equipment proposed to be purchased through the project will provide patients with the medical infrastructure designed to address both their comorbidities and the medical problems caused by infections with viruses. Thus, it will significantly increase the care and treatment capacity offered by the Applicant to the population in the area and will therefore contribute to increasing the capacity to manage the health crisis locally. Currently, the Applicant has a reduced reaction capacity in order to care for and treat COVID-19 infected patients and the fact that the number of cases registered so far in the locality has been insignificant, can also be attributed to hazard. By purchasing the equipment proposed through the project, we will create the possibility to treat and recover patients, as follows: by increasing the diagnostic capacity, due to the specific equipment of radiology-imaging, computer tomography and ATI, it will be possible to assess the degree of damage to the health of infected patients, and it will be possible to intervene quickly in critical cases. Consequently, following the implementation of the project, we will be able to take over to the maximum capacity patients who require such investigations and therapies. Therefore, at this point in time, the outcome indicator of the 2S132-“Adequate care and treatment capacity of cases of infection with SARS-COV 2/health crisis management” has the qualitative value: No (there is no expertise and interventional infrastructure for virus infection), and after the implementation of the project, through the funding obtained, the qualitative value of this indicator will be: Yes, the ability to care and treat SARS-COV2 cases becomes a significant parameter for the entire community. We should also point out that the area of care and treatment of infected persons will be a completely separate area from that of the usual patients.
