Obiectivul general al proiectului este inființarea sistemului de distribuție inteligentă în comunele Sandominic, Tomesti, Carta, Danesti, Madaras, județul Harghita, cu o lungime de 86.061 m si 5.036 bransamente cu contoare inteligente. Proiectul contribuie la obiectivul specific al apelului prin crearea sistemului local de distributie inteliganta, 2 buc SRMP si contoare inetligente. Proiectul contribuie la realizarea tintelor nationale si europeane referitor la reducerea emisiei de dioxid de carbon. Echivalarea cladirilor publice non-comerciala a fost realizata de catre Laszlo Csak (expert in mamagement energetic si RES, cu studii postgraduale), pe baza informatiilor primite de la solicitant. In cazul cladiriilor cu audit/certificat energetic existent, am utilizat consumul din acest docment elaborat de specialisti atestati, iar pentru celalte cladiri am utilizat metoda de aproximatii pe baza datelor pentru cladiri similra din comuna. Atragem atentia asupra faptul ca solicitantul se afla in zona climatica a V-a, adica necesarul de caldura este mult mai mare decat in celelalte zone din tara. Am respectat metodologia de calcul din GS emis pentru apel, inclsuiv pentru rotunjiri. Gospodarii echivalente calculate, vezi tabelul din SF mixt, pagina 51, respectiv pagina 8 din Analiza cost-beneficiu. Adica in cazul solicitantului sunt 45 cladiri publice non-comerciale, iar echivalentul lor este 313 gospodarii. Numarul caselor particulare existente, de conectat la sistem de distributie: 3837 bransamente NOI, respectiv 1154 bransamente de modernizat prin proiect (montare contoarelor inteligente pe tronsoane existente in comuna Sandominic). Numarul apartamente in blocuri: nu este cazul. Numarul total de bransamente necesare: 5.036. Numarul total de gospodarii: 6382, conform INS TEMPO, Locuinte existente la sfarsitul anului pe forme de proprietate, judete si localitati (LOC101B). Astfel procentul de bransare este 78%, calculat din numarul total de gospodarii cu bransamente din numarul total de gospodarii. Referitor la indicator prestabilit 2S135: 2S135 = Lungimea retelelor de distributie a gazelor naturale cu functionalitati inteligente ca pondere din lungimea totala a retelelor de distributie din Romania. La 31.12.2019, lungimea totala a retelei de distributie a gazelor naturale la nivel national era de 56.694 KM. In baza analizelor Autoritatii Nationale de Reglementare In Domeniul Energiei, desi exista anumite functionalitati inteligente cu relevanta locala (statii de reglare masurare presiune si mari consumatori), nu se pot determina lungimi de retea in km asimilabile unor retele inteligente de gaze naturale. Prin urmare, proiectele finantabile prin prezentul ghid vor propune o crestere a ponderii prin raportare la lungimea de 56.694 KM. The general objective of the project is to establish the intelligent distribution system in the communes of Sandominic, Tomesti, Carta, Danesti, Madaras, Harghita County, with a length of 86.061 m and 5.036 branches with smart meters. The project contributes to the specific objective of the call by creating the local intelligent distribution system, 2 pcs SRMP and intelligent meters. The project contributes to the achievement of national and European targets for reducing carbon dioxide emissions. The equivalence of non-commercial public buildings was carried out by Laszlo Csak (expert in energy mammagement and RES, with post-gradual studies), based on the information received from the applicant. In the case of buildings with existing energy audit/certificate, we used the consumption from this doctrine developed by certified specialists, and for the other buildings we used the method of approximation based on data for similar buildings in the commune. We draw attention to the fact that the applicant is in the 5th climate zone, that is, the heat demand is much higher than in the other parts of the country. We followed the calculation methodology in the GS issued for call, including rounding. Calculated equivalent households, see table in mixed SF, page 51 and page 8 of the Cost Benefit Analysis. That is, in the case of the applicant there are 45 non-commercial public buildings, and their equivalent is 313 households. Number of existing private houses, to be connected to the distribution system: 3837 NEW branches, respectively 1154 connections to modernise by project (mounting smart meters on existing sections in Sandominic commune). Number of apartments in blocks: that’s not the case. Total number of connections required: 5.036. Total number of households: 6382, according to INS TEMPO, dwellings existing at the end of the year by forms of property, counties and localities (LOC101B). Thus, the percentage of branching is 78 %, calculated from the total number of households with branches from the total number of households. On pre-set indicator 2S135: 2S135 = Length of natural gas distribution networks with intelligent functionalities as a share of the total length of distribution networks in Romania. As of 31.12.2019, the total length of the natural gas distribution network at national level was 56,694 KM. Based on the analyses of the National Energy Regulatory Authority, although there are certain smart functionalities with local relevance (pressure metering stations and large consumers), it is not possible to determine network lengths in km assimilable to intelligent natural gas networks. Therefore, the projects financed by this Guide will propose an increase in weight by reference to the length of 56,694 KM. Total projected length = 86 km 61 m. 2S135 = 86061/56694 = 0.152 %.
