    Cresterea capacitatii Spitalului Municipal Caracal – desemnat incepand cu luna mai 2020 de Ministerul Sanatatii ca spital suport, pentru testarea si tratarea cazurilor de infectie cu virusul SARS- CoV2 in contextul pandemiei COVID-19. Avand in vedere prognozele actualizate in relatie directa cu progresele stiintifice referitoare la combaterea pandemiei este de asteptat ca activitatea SMC sa continue in regim de spital suport Covid pentru inca min. 1 an astfel incat prin dotarea propusa este vizat un raspuns în timp util si eficient al SMC la criza COVID – 19. In ceea ce priveste capacitatea de interventie in prezent mentionam ca aparatura medicala din spitalul nostru este insuficienta si nu poate face fata cu succes in diagnosticarea si tratarea bolnavilor infectati cu noul virus SARS-CoV-2. SMC-unitatea sanitara publica cu paturi- are adresabilitate pentru pacienti cazuri complexe din judetul Olt, fiind cea mai accesibila pentru populatia judetului Olt, dar dotarea actuala este inferioara comparabil cu alte unitati sanitare publice de acelasi tip. SMC se confrunta cu patologie noua si complexa, iar noile dotari sunt esentiale pentru rezolvarea acestei patologii, uneori personalul medical fiind nevoit sa transfere pacentii infectati cu SARS-CoV-2 catre alte unitati spitalicesti cu dotari superioare. Fiind un spital suport Covid toate sectiile sunt implicate in diagnosticul si tratamentul acestor pacienti si aparatura de inalta performanta cat si materialele sanitare care se vor achizitiona prin proiect vor permite desfasurarea actului medical in conditii de siguranta si performanta. Obiectivele proiectului, stabilite in conformitate cu obiectivele Programului Operational Infrastructura Mare 2014 – 2020, vin în sprijinul cresterii capacitatii de gestionare a crizei sanitare COVID-19 prin promovarea investitiilor necesare pentru consolidarea capacitatii de reactie la criza de sanatate publica cauzata de raspândirea virusului SARS-CoV-2. Solicitantul urmareste, prin implementarea acestui proiect, sa limiteze raspândirea virusului si sa trateze pacientii suspecti Covid-19, precum si a efectelor extrem de grave ale acestuia asupra pacientilor confirmati Covid-19, prin achizitia de aparatura si dispozitive medicale, în special RT-PCR, ventilatoare si paturi multifunctionale ATI, dublate de asigurarea necesarului de echipamente specializate de protectie pentru personalul medical si pentru respectarea cerintelor incluse in Planul Alb aprobat de DSP. Proiectul contribuie direct la realizarea obiectivului specific 9.1 POIM - Cresterea capacitatii de gestionare a crizei sanitare COVID-19. Acesta vizeaza promovarea investitiilor necesare pentru consolidarea capacitatii de reactie la criza de sanatate publica cauzata de raspândirea noului Coronavirus, iar implementarea sa va conduce la imbunatatirea capacitatii solicitantului de îngrijire si tratament a cazurilor de infectie cu virusul SARS- CoV2.     Increasing the capacity of the Caracal Municipal Hospital – designated since May 2020 by the Ministry of Health as a support hospital, for testing and treating SARS-CoV2 cases in the context of the COVID-19 pandemic. Given the updated forecasts in direct relation to the scientific progress related to the fight against the pandemic, it is expected that the CMS activity will continue as Covid hospital support for another 1 year so that the proposed endowment is aimed at a timely and efficient response of SMC to the COVID-19 crisis. In terms of intervention capacity at present we mention that the medical equipment in our hospital is insufficient and cannot cope successfully in diagnosing and treating patients infected with the new SARS-CoV-2 virus. The SMC-public sanitary unit with beds – has addressability for patients complex cases in Olt county, being the most accessible for the population of Olt county, but the current endowment is inferior comparable to other public sanitary units of the same type. CMS faces new and complex pathology, and the new facilities are essential for solving this pathology, sometimes the medical staff being forced to transfer SARS-CoV-2 infected peacekeepers to other hospital units with superior facilities. Being a Covid support hospital all departments are involved in the diagnosis and treatment of these patients and high performance equipment as well as the sanitary materials that will be purchased through the project will allow the medical act to be carried out safely and in terms of performance. The project objectives, established in accordance with the objectives of the Large Infrastructure Operational Programme 2014-2020, support the increase of the capacity to manage the COVID-19 health crisis by promoting the necessary investments to strengthen the response capacity to the public health crisis caused by the spread of the SARS-CoV-2 virus. The applicant seeks, by implementing this project, to limit the spread of the virus and to treat suspected Covid-19 patients, as well as its extremely serious effects on confirmed Covid-19 patients, through the acquisition of medical devices and devices, in particular RT-PCR, fans and multifunctional ATI beds, coupled with the provision of specialised protective equipment for medical personnel and for compliance with the requirements included in the White Plan approved by the DSP. The project directly contributes to the achievement of specific objective 9.1 LIOP – Increasing the capacity to manage the COVID-19 health crisis. It aims to promote the investments needed to strengthen the capacity to react to the public health crisis caused by the spread of the new Coronavirus, and its implementation will lead to the improvement of the applicant’s capacity for care and treatment of cases of infection with SARS-CoV2 virus.
