Σκοπός του προγράμματος είναι η απόκτηση εργασιακής εμπειρίας καθώς και επαγγελματικών και κοινωνικών δεξιοτήτων, άνεργων νέων ηλικίας 18-24 ετών αποφοίτων δευτεροβάθμιας και τριτοβάθμιας εκπαίδευσης, που παραμένουν εκτός αγοράς εργασίας εκπαίδευσης ή κατάρτισης, ώστε να διευκολυνθεί η είσοδός τους στην αγορά εργασίας. Ο ΟΑΕΔ θα ενημερώσει δημόσια μέσω ανακοινώσεων στον Τύπο και με όποιο άλλο πρόσφορο μέσο, για την επικείμενη ενεργοποίηση του συγκεκριμένου προγράμματος του οποίου δυνητικοί ωφελούμενοι είναι το σύνολο των ατόμων που είναι εγγεγραμμένα στα μητρώα ανεργίας.
