To έργο αποσκοπεί στην εγκατάσταση συστήματος ETCS (European Train Control System) level 1 σε εντοπισμένα τμήματα του σιδηροδρομικού άξονα Αθήνα-Θεσσαλονίκη-Προμαχώνας και στη λειτουργική ολοκλήρωση και απόδοση σε χρήση του συστήματος αυτού σε όλο τον άξονα (πλην του τμήματος Τιθορέα-Δομοκός που κατασκευάζεται από άλλο έργο) συμπεριλαμβανομένου και του κλάδου Οινόης-Χαλκίδας. Στο έργο επίσης περιλαμβάνεται η ανάταξη και αναβάθμιση του υφιστάμενου συστήματος συμβατικής σηματοδότησης-τηλεδιοίκησης, και εντοπισμένες εργασίες επιδομής σε τμήματα του άξονα Αθήνα-Θεσσαλονίκη-Προμαχώνας.
