One of the basic requirements of the modernisation of information systems (IS) within public administration is the centralisation of the processes of individual information systems and technologies, the establishment of new progressive platforms, the unification of procedures. The Ministry of the Interior of the Slovak Republic (MV SR) deals with partial tasks which will result in streamlining the work of employees with the resulting effect of facilitating citizen communication. The Central Components of Administrative Proceedings (CKSK) project is based on the principles of the National Concept of Informatisation of Public Administration, which radically changes the view of IS deployment using Enterprise Architecture (EA), which is one of the key tools of information and communication technology used for public administration and provides the means for its effective management and control in order to:- shift towards services aimed at improving quality of life,- shift towards services aimed at increasing competitiveness, – approaching public administration to the maximum use of data in customer-oriented processes,-optimising the use of information technology in public administration thanks to the platform of shared services,- security of digital and cyber space and security of data and transactions, etc. The aim of the project is to create SaaS services for modules:- IS Log Management – IS Registry Centre- IS Electronic Archive- IS Administrative Proceedings- IS Central Register authorised- IS Management of Infringements and Penalties, and the aim of the project will lead to:(a) increasing the efficiency of public administration employees, (b) standardising the support processes and back-office of public administration, (c) increasing the use of data in processes and policy-making, (d) increasing citizens’ satisfaction with the functioning of public administration. Project implementation:- eliminates excessive administrative burden for the citizen and entrepreneur due to different ways of carrying out agendas according to administrative or infringement procedures,- automates the collection and submission of information, documents/documents already held by public authorities (OVMs),- it will simplify the submission of additional information that the OVM does not yet have when dealing with agendas according to administrative or infringement procedures,- will allow for the cancellation of local competence in the agendas according to the administrative or infringement procedure, it will reduce the amount of paper files, their transition to a fully electronic file and thus enable the complete electronic processing of documents in proceedings,- will create a central register of authorised documents, as defined in Section 23a of Act No 305/2013,- to unify the logging area in the IS, which has always been implemented in an uncoordinated manner and each project has dealt with it in its own way. Central common blocks will be provided to district offices (DO), the Police Force (PZ), the Fire and Rescue Force (HaZZ), the Ministry of the Interior, the Ministry of the Interior – the Central Authority of the State Administration for General Internal Administration and, from the point of view of building the government cloud, also in the role of the cloud service provider, – Public administration institution – public administration entity that provides public administration, including administrative proceedings, offences and fines, etc. From the point of view of the government cloud, he/she acts as a customer of cloud services.- Public administration employee – a worker providing, within the scope of his/her duties, the execution of processes that will be supported by central common blocks.- A cloud service partner – is an obliged person who is involved in supporting or assisting the activities of the cloud service provider or the cloud service subscriber, or both. The role of a cloud service partner also includes the activities of the cloud service facilitator, such as: a person who, by virtue of a contractual relationship with the cloud service provider, mediates the use, performance and supply of cloud services. The project consists of the following main activities:- Analysis and design- Implementation- Purchase of HW and SW- Testing-deployment of support activities:- Publicity and awareness- Project management The proposed national project falls under the priority axis PO7 OPII (Information Society) and contributes to the following objectives: SPECIFIC OBJECTIVE 7.7: Enabling the modernisation and rationalisation of ICT public administration by means. Jednou zo základných požiadaviek modernizácie informačných systémov (IS) v rámci verejnej správy je centralizácia procesov jednotlivých informačných systémov a technológii, nastolenie nových progresívnych platforiem, unifikovanie postupov. Ministerstvo vnútra Slovenskej republiky (MV SR) rieši čiastkové úlohy, výsledkom ktorých bude zefektívnenie práce zamestnancov s výsledným efektom zjednodušenia komunikácie občana. Projekt Centrálne komponenty správneho konania(CKSK) vyzchádza z princípov Národnej koncepcie informatizácie verejnej správy, ktorá radikálne mení pohľad na nasadenie IS s využitím Enterprise architektúry(EA), ktorá je jedným z kľúčových nástrojov informačno-komunikačnej technológie využitej pre potreby verejnej správy a poskytuje prostriedky na jej efektívne riadenie a kontrolu s cieľom:- posun k službám zameraných na zvyšovanie kvality života,- posun k službám zameraných na nárast konkurencieschopnosti,- priblíženie verejnej správy k maximálnemu využívaniu dát v zákaznícky orientovaných procesoch,-optimalizácia využitia informačných technológii vo verejnej správe vďaka platforme zdieľaných služieb,-bezpečnosť digitálneho a kybernetického priestoru a bezpečnosť údajov a transakcií a pod.Cieľom projektu je vytvorenie SaaS služieb pre moduly:- IS Manažmentu logov- IS Registratúrneho strediska- IS Elektronického archívu- IS Správneho konania- IS Centrálnej evidencie splnomocnení- IS Manažmentu priestupkov a pokút,a cieľ projektu povedie k:a) zvýšeniu efektivity zamestnancov verejnej správy,b) štandardizovaniu podporných procesov a back-office verejnej správy,c) zvýšeniu využívania dát v procesoch a pri tvorbe politík,d) zvýšeniu spokojnosti občanov s fungovaním verejnej správy. Realizáciou projektu sa:- odstráni nadmerná administratívna záťaž pre občana a podnikateľa z dôvodu rôznych spôsobov vykonávania procesov agend podľa správneho alebo priestupkového konania,- automatizuje získavanie a predkladanie informácií, podkladov/dokumentov, ktorými orgány verejnej moci (OVM) už disponujú,- zjednoduší dokladanie dodatočných informácií, ktorými OVM ešte nedisponujú pri riešení agend podľa správneho alebo priestupkového konania,- umožní rušenie miestnej príslušnosti v agendách podľa správneho alebo priestupkového konania,- zníži množstvo papierových spisov, ich prechod na plne elektronický spis a tým umožniť úplné elektronické spracovanie dokumentov v konaniach,- vytvorí centrálna evidencia splnomocnení, ako je to zadefinované v paragrafe §23a zákona č. 305/2013,- zjednotí oblasť logovania v IS, ktorá bola doteraz vždy realizovaná nekoordinovane a každý projekt si ju riešil po svojom.Centrálne spoločné bloky budú poskytované pre okresné úrady (OÚ), policajný zbor (PZ), hasičský a záchranný zbor (HaZZ), MV SR.Medzi hlavné zainteresované subjekty v oblasti centralizácie komponentov vo verejnej správe patria podľa Národnej koncepcie informatizácie verejnej správy Slovenskej republiky (NKIVS):- Ministerstvo vnútra - prevádzkovateľ cloudových služieb - Ústredný orgán štátnej správy pre všeobecnú vnútornú správu a z hľadiska budovania vládneho cloudu aj v roli poskytovateľa cloudových služieb,- Inštitúcia verejnej správy - subjekt verejnej správy, ktorý zabezpečuje výkon agend verejnej správy, vrátane správneho konania, priestupkov a pokút a pod. Z pohľadu vládneho cloudu vystupuje v roli odberateľa cloudových služieb.- Pracovník verejnej správy - pracovník zabezpečujúci, v rámci svojich povinností, vykonávanie procesov, ktoré budú podporené centrálnymi spoločnými blokmi.- Partner cloudovej služby - je povinná osoba, ktorá sa zapája do podpory alebo pomoci činnostiam poskytovateľa cloudovej služby alebo odberateľa cloudovej služby, resp. oboch. Rola partnera cloudovej služby v sebe zahŕňa aj aktivity sprostredkovateľa cloudových služieb, ako: osoby, ktorá na základe zmluvného vzťahu s poskytovateľom cloudových služieb sprostredkuje využívanie, výkon a dodávku cloudových služieb. Projekt pozostáva z nasledujúcich hlavných aktivít:- Analýza a dizajn- Implementácia- Nákup HW a SW- Testovanie- Nasadeniea podporných aktivít:- Publicita a informovanosť- Riadenie projektu Navrhovaný národný projekt spadá do prioritnej osi PO7 OPII (Informačná spoločnosť) a prispieva k naplneniu nasledujúceho cieľa: ŠPECIFICKÝ CIEĽ 7.7: Umožnenie modernizácie a racionalizácie verejnej správy IKT prostriedkami.
