    Obiectivul general al prezentului proiect se refera la imbunatatirea calitatii vietii populatiei urbane din orasul Negru Voda, judetul Constanta prin realizarea unui ansamblu de locuinte sociale si asigurarea accesibilitatii investitiei prin amenajarea corespunzatoare, conform standardelor in vigoare, a aleilor pietonale si a spatiilor verzi adiacente drumurilor ce asigura legatura rutiera intre investitia propusa prin proiect, centrul orasului Negru Voda si extremitatea vestica a acestuia. Asigurarea unor conditii decente de trai este o obligatie a statelor democratice si in acelasi timp un drept fundamental al cetatenilor. Astfel, unul dintre cele mai importante elemente se refera la asigurarea unor conditii decente de locuit. Orasul Negru Voda este cel mai mic oras din judetul Constanta avand o populatie de numai 5.761 locuitori la 1 ianuarie 2018, conform INSSE (grila ETF III.4.a). De asemenea, conform datelor statistice, numarul de locuinte private existente la nivelul UAT s-a mentinut in limite constante: 1.897 la nivelul anului 2014, 1.896 in anul 2015, 1.897 in anul 2016 si 1.894 in anul 2017. Ceea ce inseamna ca intr-o locuinta traiesc in medie 3 persoane. Pe de alta parte, conform datelor INSSE, la nivelul anului 2017, suprafata desfasurata locuibila privata era de 74.016 mp. Astfel, prin corelare cu numarul de locuinte existent in aceasta perioada, obtinem o suprafata desfasurata locuibila pentru fiecare gospodarie (familie) de aproximativ 39 mp. In conformitate cu Anexa 1 - Exigente minimale pentru locuinte, din Legea 114/1996 - Legea locuinţei, suprafata minima utila destinata unei singure persoane ce locuieste intr-o garsoniera este de 37 mp. Acest calcul matematic empiric, demonstreaza ca locuintele private existente pe raza UAT nu sunt conforme standardelor actuale. In ceea ce priveste fondul public de locuinte la nivelul UAT Oras Negru Voda, conform INSSE, exista inregistrate 15 locuinte publice. La nivelul Primariei, sunt inregistrate in prezent 19 contracte de inchiriere pentru locuinte. Insa, aceste spatii nu au statut de locuinte sociale si nu sunt conforme cu prevederile Legii nr. 114/1996. In plus, numarul de locuinte aflate in administrarea UAT-ului nu acopera cererea de astfel de servicii sociale, existand un deficit in acest sens: la nivelul Primariei au fost centralizate in perioada 2016- 2018, 57 cereri pentru locuinte sociale. Urmare a derularii anchetelor, din cele 57 de cereri se estimeaza ca 38 dintre acestea se incadreaza la art. 42, respectiv 48 din Legea antementionata. Pentru a raspunde nevoilor actuale, UAT Oras Negru Voda isi propune prin prezentul proiect crearea unui numar de 34 locuinte sociale, 18 apartamente cu doua camere si 16 apartamente cu trei camere prin edificarea a 8 cladiri cu regim de inaltime P+1E si a 3 cladiri cu regim de inaltime P+2E.     The general objective of this project is to improve the quality of life of the urban population in the city of Negru Voda, Constanta county, by creating a social housing complex and ensuring the accessibility of the investment through the appropriate arrangement, according to the standards in force, of the pedestrian alleys and the green spaces adjacent to the roads that ensure the road link between the investment proposed by the project, the center of Negru Voda and its western extremity. Ensuring decent living conditions is an obligation of democratic states and at the same time a fundamental right of citizens. Thus, one of the most important elements is to ensure decent living conditions. The town of Negru Voda is the smallest city in Constanta county with a population of only 5,761 inhabitants on January 1, 2018, according to INSSE (the ETF III.4.a grid). Also, according to statistical data, the number of private dwellings existing at ATU level was maintained within constant limits: 1.897 at the level of 2014, 1.896 in 2015, 1.897 in 2016 and 1.894 in 2017. Which means that in a home there live on average 3 people. On the other hand, according to INSSE data, in 2017, the privately inhabited area was 74.016 sqm. Thus, by correlating with the number of dwellings existing during this period, we obtain a living area for each household (family) of about 39 sqm. According to Annex 1 – Minimum requirements for dwellings, of Law 114/1996 – Housing Law, the minimum useful area for a single person living in a studio is 37 sqm. This empirical mathematical calculation demonstrates that private dwellings within the ATU range do not conform to current standards. As regards the public housing fund at the level of ATU Oras Negru Voda, according to INSSE, there are 15 public dwellings registered. At the level of the City Hall, there are currently 19 rental agreements for homes. However, these spaces do not have the status of social housing and do not comply with the provisions of Law no. 114/1996. In addition, the number of dwellings under the administration of the ATU does not cover the demand for such social services, with a deficit in this respect: at the level of the City Hall, 57 applications for social housing were centralised between 2016 and 2018. As a result of the investigations, out of the 57 applications it is estimated that 38 of them fall under art. 42 and 48 of the previous law. In order to meet current needs, UAT Oras Negru Voda aims through this project to create 34 social housing, 18 two-room apartments and 16 three-room apartments by building 8 buildings with P+ 1E height and 3 buildings with P+ 2E height regime.
