The GENERAL objective of the project is to improve the level of competence for a number of 1050 professionals involved in the priority areas of health, to ensure increased access to affordable, sustainable and high-quality services in the field of healthcare. The target group will include 945 professionals involved in health priority areas in the less developed regions of Romania, mainly from the North-East Region and 105 professionals involved in the priority areas of health in Bucharest-Ilfov Region (representing 10 % of the target group). During the 3 years of implementation, 950 professionals involved in the priority health areas belonging to the target group will participate in EMC training courses, targeting as a field of specific professional training at least one of the priority areas of the priority health programs, namely those related to the following areas: women’s and children’s health, major non-communicable diseases, communicable diseases, mental health, rare diseases (including medical genetics). 100 professionals involved in priority health areas belonging to the target group will participate in the project in transnational activities, respectively 50 in transnational training and 50 in visits and changes of good transnational practices. For most health indicators, Romania shows substantial disparities from the European Union average and records the lowest or almost weakest performance. Infant and maternal mortality are up to 3 times above European averages. An important deficiency is health services that are underdeveloped and not adapted to the needs of beneficiaries. Health inequities are generated by unequal access to health services, their sub-optimal integration and the lack of coverage with services as close as possible to the community. The health of a population is given by the meeting of several socio-economic indicators. Among these indicators are birth, fertility, mortality, infant mortality, access to health infrastructure, educational level, etc. The health status of the population is generally much better in the Bucharest-Ilfov region and very poor in the poorest regions: Us and SE. Within the same region, health indicators in rural areas are worse than in urban areas, poor people, children, Roma people and older people being the most vulnerable categories. Thus, the analysis of Eurostat data shows that in 2012 the level of child mortality in the North-East Region is almost three times higher than the average level at Community level. According to an opinion poll conducted among public administrations in the North-East Region in July-August 2012, on the main problems faced by the health system in the regions (English)
