    Obiectivul principal al proiectului este dezvoltarea infrastructurii de comunicații în bandă largă de mare viteză in localitatile albe din punct de vedere al conexiunii NGA din județul Constanța, cu o larga raspandire a nodurilor de comunicatii si partea de transmisie a datelor (backbone si blackhaul), cat mai aproape de utilizatorul final si cu niveluri adecvate de simetrie si de interactivitate, pentru a garanta transmitere mai buna de informatii in ambele sensuri. Prin introducerea conexiunii de tip Next Generation Access se va facilita accesul la internet pentru echipamente moderne TIC, rezultand consolidarea infrastructurii TIC, si se asigura accesul public la infrastructura nationala informationala si in zonele albe NGA. Proiectul va asigura utilizatorilor finali obiectivele minime de calitate, respectiv: a. viteze de transfer (download) a datelor in regim ”best effort” – minim 30 Mbps; b. grad de disponibilitate a serviciului de acces la internet - > 99% din timpul serviciului c. latenta - ≤ 100ms, cu exceptia tehnologiei prin satelit, unde poate fi ≤ 700ms d. jitter ≤ 50 ms De asemenea, in furnizarea serviciilor realizate in cadrul proiectului, se va respecta legislatia in domeniul comunicatiilor electronice si se va oferi acces deschis la retelele de comunicatii electronice si la infrastructurile fizice aferente acestora, in conformitate cu prevederile Ghidului si cu Decizia Presedintelui ANCOM nr. 502/2018.     The main objective of the project is the development of the high-speed broadband communication infrastructure in white localities in terms of NGA connection in Constanta County, with a wide spread of communication nodes and the data transmission part (backbone and blackhaul), as close as possible to the end user and with adequate levels of symmetry and interactivity, in order to guarantee better transmission of information in both directions. By introducing the Next Generation Access connection, we will facilitate access to the internet for modern ICT equipment, resulting in the strengthening of the ICT infrastructure, and ensure public access to the national information infrastructure and in the white NGA areas. The project will ensure the minimum quality objectives for end-users, namely: a. “best effort” data download speeds – minimum 30 Mbps; b. availability of internet access service – > 99 % of the time of service c. latent – ≤ 100ms, except for satellite technology, where it can be ≤ 700ms d. jitter ≤ 50 ms. Also, in the provision of the services performed within the project, the legislation in the field of electronic communications will be complied with and open access to the electronic communications networks and the related physical infrastructures will be provided, in accordance with the provisions of the Guide and the ANCOM President Decision no. 502/2018.
