Projekta mērķis ir izveidot polimēru atkritumu pārstrādes kompleksu Olaines novadā, lai pārstrādātu polimēru atkritumus (PET, HDPE, PP) un iegūtu papildu 5818 t izejvielu vidēji gadā.Projekta galvenās darbības ir sekojošas: •1 esošas pārstrādes iekārtas būtiska uzlabošana•Specializētas transportēšanas tehnikas iegāde Projekta ietvaros tiks izveidota 1 būtiski uzlabota atkritumu pārstrādes līnija, kā rezultātā palielināsies pārstrādes jauda, uzlabosies ražošanas efektivitāte. Tā būs PET pudeļu pārstrādes līnija, kurā no PET pudelēm tiks ražotas PET, HDPE un PP pārslas. Kopējais polimēru atkritumu pārstrādes iekārtas jaudas pieaugums būs 5818 t vidēji gadā. Pārstrādājamo atkritumu (materiālu) izcelsme – 40% no pārstrādātajiem atkritumiem būs Latvijā radīti atkritumi, bet 60% tiks iepirkti no ārvalstīm. Plānots šo proporciju ievērot, kā 4 pēcuzraudzības gadu vidējo aritmētisko proporciju. Atkritumu pārstrādes procesā no polimēru atkritumiem tiks iegūtas izejvielas. Netiks pārstrādāti tādi atkritumi, kas rodas projekta iesniedzēja saimnieciskās darbības rezultātā.Visas projekta ietvaros plānotās darbības un attiecināmās izmaksas atbilst MK noteikumos par specifiskā atbalsta mērķa pasākuma īstenošanu noteiktajam. Visas projektā iekļautās izmaksu pozīcijas ir nepieciešamas projekta īstenošanai un to nepieciešamību pamato mērķa grupas vajadzības - atkritumu pārstrādes infrastruktūras esamība un pietiekošu pārstrādes jaudu pieejamība. Valsts atbalsta nepieciešamību un lēmumu par ieguldījumiem pamato veiktie finanšu aprēķini, bez Kohēzijas fonda atbalsta ieguldījumi atkritumu pārstrādes infrastruktūras izveidē netiktu veikti un projekts netiktu īstenots. Plānotie projekta rezultāti:•būtiski uzlabota 1 pārstrādes iekārta;•piegādāta specializēta transportēšanas tehnika 12 gab.Ar projekta ievaros izveidotās infrastruktūras palīdzību, tiks palielinātas (izveidotas) atkritumu pārstrādes jaudas par 5818 t vidēji gadā.Sasniedzamā mērķa sadalījums pa gadiem ir sekojošs:•2022.gadā (vai 1.pēcuzraudzības gads) 5236 t/gadā•2023.gadā (vai 2.pēcuzraudzības gads) 5527 t/gadā•2024.gadā (vai 3.pēcuzraudzības gads) 5818 t/gadā•2025.gadā (vai 4.pēcuzraudzības gads) 6109 t/gadā•2026.gadā (vai 5.pēcuzraudzības gads) 6400 t/gadāProjekta kopējās izmaksas būs 8 518 816,85 EUR, projekta kopējās attiecināmās izmaksas 2 816 137,80 EUR, no tām Kohēzijas fonda atbalsta apjoms 985 648,23 EUR un privātais finansējums attiecināmajām izmaksām 1 830 489,57 EUR. Privātais finansējums neattiecināmajām izmaksām 5 702 679,05 EUR.Projekts tiks īstenots 48 mēnešu laikā no līguma noslēgšanas ar CFLA. Piecu gadu laikā pēc projekta noslēguma tiks nodrošināta projektā izvirzīto mērķu sasniegšana. (Latvian)

The aim of the project is to create a polymer waste recycling complex in Olaine municipality to recycle polymer waste (PET, HDPE, PP) and to obtain an additional 5818 t of raw materials per year on average.The main activities of the project are as follows: •1 significant improvement of the existing recycling facility•Purchase of dedicated transportation equipment The project will create 1 significantly improved waste treatment line, which will result in increased recycling capacity and improved production efficiency. This will be a recycling line for PET bottles where PET, HDPE and PP flakes will be produced from PET bottles. The total capacity increase of the polymer waste treatment plant will be 5818 tonnes on average per year. Origin of recyclable waste (materials) – 40 % of recycled waste will be waste generated in Latvia, while 60 % will be purchased from abroad. This proportion is planned to be observed as the arithmetic average of 4 years of post-monitoring. In the process of recycling, raw materials will be extracted from polymer waste. Waste generated by the economic activity of the project applicant will not be recycled.All activities and eligible costs planned within the project are in accordance with the Cabinet Regulations on implementation of the specific aid objective measure. All cost items included in the project are necessary for the implementation of the project and their necessity is justified by the needs of the target group: the existence of waste recycling infrastructure and the availability of sufficient recycling capacity. The need for State aid and the investment decision is justified by the financial calculations made, without the support of the Cohesion Fund, no investments in the development of waste recycling infrastructure would have been made and the project would not have been carried out. Planned project results:•substantial improvement of 1 recycling facility;•provided specialised transportation equipment 12 pieces. With the assistance of the infrastructure set up by the project, 5236 t/year•2023(or 2 year of supervision) will be allocated EUR 5527 t/year•2024 (or 3 year of supervision), project costs will be eligible for the total cost of the project. Within five years of the completion of the project, the objectives set by the project will be achieved. (English)
