    Obiectivul general al proiectului consta in cresterea capacitatii de gestionare a crizei sanitare prin investitii necesare pentru consolidarea capacitatii de reactie la criza de sanatate publica cauzata de raspandirea virusului SARS-CoV-2 in cadrul Spitalului Orasenesc Harsova, prin achizitia de echipamente medicale cu scopul de a raspunde in timp util si eficient la criza provocata prin oferirea de servicii adecvate. iProiectul conduce la atingerea ndicatorului de rezultat al POIM 2S132 - Capacitate adecvata de îngrijire şi tratament a cazurilor de infecţie cu virusul SARS-CoV-2/ de gestionare a crizei sanitare. Indicatorul este unul calitativ: Înainte de intervenţia POIM: NU; Ulterior intervenţiei POIM: DA. Prin urmare, in urma implementarii proiectului, prin dotarea cu echipamente medicale care vor fi utilizate în mod direct atât pentru prevenirea infectarii cât si în tratarea infectarii cu COVID-19, se va îmbunataþi capacitatea de îngrijire si tratament a pacientilor. Obiectivul general este in concordanta cu Obiectivul Specific 9.1 Cresterea capacitaii de gestionare a crizei sanitare COVID-19 vizeaza promovarea investitiilor necesare pentru consolidarea capacitatii de reactie la criza de sanatate publica cauzata de raspândirea virusului SARS-CoV-2 contribuind in mod direct la dezvoltarea infrastructurii sanitare, prin investitii in dotari si echipamente/aparatura specifica contribuind astfel la dezvoltarea operationalitatii la nivel national, regional si local, reducand inegalitatile in cerea ce priveste starea de sanatate publica si imbunatatind accesul la serviciile medicale de calitate. Prin proiect se urmareste modernizarea si tehnologizarea Spitalului Orasenesc Harsova, a infrastructurii deficitare care utilizeaza in continuare aparatura uzata fizic si moral, prin achizitia de echipamente noi si eficiente ce aduc o crestere calitativa a serviciilor oferite. Una dintre marile probleme cu care se confrunta sectorul de sanatate, generând disparitati sociale si inechitatea accesului la servicii de sanatate este reprezentata de catre infrastructura sanitara insuficient dezvoltata si uzata din punct de vedere fizic si moral. În momentul de debut al pandemiei problemele identificate care necesitau rezolvare în cel mai scurt timp posibil au fost: prevenirea răspândirii infecției cu COVID-19 și asigurarea accesului la tratament imediat în condiții de izolare considerând modelul pavilionar al infrastructurii spitalicești, protejarea personalului medical și auxiliar, asigurarea asistenței medicale în parametri optimi, dezvoltarea capacităţii de asistare a bolnavilor și limitarea riscului depășirii capacității de internare a unităților sanitare în condițiile creșterii numărului de cazuri într-un timp foarte scurt.     The general objective of the project is to increase the capacity to manage the health crisis through investments necessary to strengthen the capacity to react to the public health crisis caused by the spread of the SARS-CoV-2 virus within the Harsova City Hospital, by acquiring medical equipment in order to respond in a timely and effective manner to the crisis caused by providing adequate services. iThe project leads to the achievement of the result indicator of LIOP 2S132 – Appropriate capacity to care and treat cases of infection with SARS-CoV-2/health crisis management. The indicator is qualitative: Before the LIOP intervention: NO; After the LIOP intervention: YEAH, YEAH, YEAH. Therefore, following the implementation of the project, by equipping medical equipment that will be used directly both for the prevention of infection and in the treatment of COVID-19 infection, the care and treatment capacity of patients will be improved. The overall objective is in line with Specific Objective 9.1 Increasing the capacity to manage the COVID-19 health crisis aims to promote the investments needed to strengthen the capacity to react to the public health crisis caused by the spread of the SARS-CoV-2 virus by directly contributing to the development of health infrastructure, through investments in equipment and specific equipment/device thus contributing to the development of operationality at national, regional and local level, reducing inequalities in public health and improving access to quality medical services. The project aims to modernise and technology the Harsova City Hospital, of the poor infrastructure that continues to use physically and morally worn appliances, through the acquisition of new and efficient equipment that brings a qualitative increase of the services offered. One of the major problems faced by the health sector, generating social disparities and the inequity of access to health services is represented by insufficiently developed and worn out health infrastructure from a physical and moral point of view. At the onset of the pandemic, the problems identified that needed to be resolved as soon as possible were: preventing the spread of COVID-19 infection and ensuring access to immediate treatment under confinement considering the flag model of hospital infrastructure, protecting medical and auxiliary staff, providing optimal care, developing the capacity to assist patients and limiting the risk of exceeding the hospital capacity in the context of an increase in the number of cases in a very short time.
